221 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in <br />recessed session in the Multi-Purpose Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Thursday, May 27, <br />1999, at 7:00 p.m. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice Chairman: Arne L. Fennel <br /> Commissioners: Carolyn B. Carpenter <br /> Sue B. Casper <br /> Coy C. Privette <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mrs. <br />Cathie K. Straub, Budget Officer; and Mrs. Frankie F. Bonds, Clerk to <br />the Board. <br /> <br />Chairman Barnhart called the meeting to order at 7:00 p.m. <br /> <br /> The following members of the Cabarrus County Board of Education <br />and the Kannapolis City Board of Education as well as staff from the <br />two school systems were present for the meeting. <br /> <br />Cabarrus Board of Education: Chair Christine Lee and Members <br />Cindy Fertenbaugh, Grace Mynatt, Liz Poole, Don Hoyle, Gary Hahn <br />and Wayne Williams; Dr. Harold Winkler, Superintendent; Mr. Gene <br />Jordan, Finance Director; Mr. Mark Henriques, Attorney; and Ms. <br />Jeanette Trexler, Secretary. <br /> <br />Kannapolis Board of Education: Chairman Lee Efird and Members <br />Linda Johnson, Danita Rickard, Millie Hall and Bob Query; Dr. Ed <br />Tyson, Superintendent; and Mr. Carl Eagle, Finance Director <br /> <br />Centralina Development Corporation <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Casper and unanimously carried, the Board voted to waive the County's <br />Appointment Policy and reappoint Mr. Eddie Durham to the Centralina <br />Development Corporation for a term of one year ending June 30, 2000. <br /> <br />School Budqet Review <br /> <br /> Mr. Efird and Ms. Lee presented a proposal for the Cabarrus <br />County Schools and Kannapolis City Schools to consolidate the schools <br />building maintenance operation and grounds maintenance operation under <br />the Cabarrus County Schools. They asked that the $93.00/per student <br />currently included in the proposed FY 2000 budget for building <br />maintenance be increased to $138.00 per student to provide for a full <br />year's cost, thus allowing the consolidation to be effective July 1, <br />1999. Mr. Efird and Ms. Lee explained that this amount along with the <br />$39.00 per student for grounds maintenance would be placed in a <br />separate account and the two school systems would enter into an <br />interlocal agreement for the maintenance program. Also included in <br />their proposal was an increase in the direct current expense from the <br />proposed $825.00 per student to $883.00 per student. <br /> <br /> Mr. Clifton advised that the funding for the full year's cost of <br />the Building Maintenance Program would require an additional $1 million <br />in the proposed FY 2000 budget. <br /> <br /> The motion by Commissioner Privette to adopt the following <br />Education Average Daily Membership (ADM) Equivalent Funding (Per Pupil <br />Expenditure) as proposed by the two School Boards died for lack of a <br /> <br />second. <br /> <br />Cateqory <br />Direct Current Expense <br />Ground Maintenance <br />Building Maintenance <br />Nurses <br />Fiber Optic Expenditure <br /> <br />$ 883.00 <br />$ 39.00 <br />$ 138.00 <br />$ 3.0o <br />$ 1.00 <br /> <br />$1,064.00 <br /> <br /> The Board by general consensus agreed to include the $3.00 per <br />student for school health nurses in the ADM allocation to the schools. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Casper <br />with Chairman Barnhart and Commissioners Casper, Carpenter and Fennel <br />voting for and Commissioner Privette voting against, the Board agreed <br /> <br /> <br />
