Also, he discussed plans for the County and the <br />cities of Concord and Kannapolis to develop a new Master Plan for Recreation <br />with each entity to share in the cost of the plan. <br /> <br /> The Board reviewed the recommendation by Mr. Day to transfer <br />$122,325.00 from the FY 1999 budget to the FY 2000 budget to be used with the <br />proposed $190,100.00 to construct four baseball fields at the new Harrisburg <br />Elementary School. The cost of each park project and the reason the project <br />was not completed during FY 1999 was as follows: (1) $15,000.00 - Resurface <br />tennis courts at Concord High School (Plan under consideration to build a new <br />gym on the tennis court site); (2) $24,050.00 Park improvements at <br />Harrisburg Elementary School (replacement school under construction); (3) <br />$19,775.00 - Park improvements at Bethel Elementary School (replacement <br />school being planned); (4) $3,500.00 - Light pole replacements at Odell <br />Elementary School (replacement determined to be unnecessary); (5) $60,000.00 <br />- Turfing improvements at athletic fields (included in turf maintenance <br />contracts awarded last December). <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Carpenter <br />and unanimously carried, the Board authorized the transfer of $122,325.00 <br />from the FY 1999 Budget to the FY 2000 Budget to be used along with the <br />proposed $190,100.00 to construct four baseball fields at the new Harrisburg <br />Elementary School and further authorized staff to work with a contractor on <br />the construction of these fields. <br /> <br /> Mr. Clifton advised that the final budget would show $500,000.00 for <br />the development of W. W. Flowe Park. This will include a State grant of <br />$250,000.00. <br /> <br /> Commissioner Carpenter introduced discussion of a possible bond <br />referendum for parks and recreation. The Board briefly discussed the success <br />of the school/park concept, the public's utilization of the facilities and <br />the possibility of including a parks/recreation bond issue in conjunction <br />with a future school bond referendum. <br /> <br /> Chairman Barnhart commented on a recent request by the Cabarrus <br />Regional Chamber of Commerce that the County become more involved in <br />recreation issues. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Privette <br />and unanimously carried, the Board directed Mr. Little to prepare a letter to <br />the Cabarrus Regional Chamber of Commerce outlining recreation/park projects <br />that are currently in progress as well as projects that have been completed <br />and projects that are planned for the future. The letter is to be signed by <br />the Chairman. <br /> <br /> Mr. Tom Schmitt of Monticello Drive expressed concern that the public <br />could not use the facilities at the Weddington Hills School. It was noted <br />during discussion that this school was built prior to implementation of the <br />school/park concept. <br /> <br />Soil & Water Conservation District <br /> <br /> Mr. Matthew Kinane, District Conservationist, reviewed the proposed <br />budgets for the Soil and Water Conservation District and the Watershed <br />Improvement Commission. <br /> <br /> <br />
