261 <br /> <br />of the North Carolina Department of Transportation, Mr. Randy Bass of the <br />Charlotte Transit System, and Mr. Robert N. Pressley of Gannett Fleming <br />Corddry and Carpenter, Inc. <br /> <br /> Mr. Pressley presented the Cabarrus / South Rowan Transit Feasibility <br />Study that was prepared for the Cabarrus/South Rowan MPO and the North <br />Carolina Department of Transportation Public Transit Division by Gannett <br />Fleming Corddry and Carpenter, Inc., Engineers and Planners. He stated the <br />study clearly demonstrated the need for scheduled transit service in the area <br />and proposed the following four transit routes: (1) North Loop to serve <br />Kannapolis, Landis and China Grove; (2) Central Circulator to serve <br />Kannapolis and Concord; (3) Middle Loop to serve Concord; and (4) South Loop <br />to serve Concord. Costs for all routes would total approximately $550,000.00 <br />with State/Federal funds to provide approximately one-half the cost and local <br />entities to share the remaining cost for specific routes. <br /> <br /> There was discussion regarding the current van system operated in the <br />county, the cost of the proposed transit service, the potential use of the <br />proposed transit service by area residents and the availability of State <br />funding to expand current transportation services in Cabarrus County. <br /> <br /> The Board received the presentation by Mr. Pressley as information only <br />and took no action concerning future funding of the proposed transit'system. <br /> <br />APPOINTMENTS <br /> <br />Board of Equalization and Review <br /> <br /> Board members made the following nominations for appointments and/or <br />reappointments to the Board of Equalization and Review: Commissioner Casper <br />- Reappoint Mary Snow; Commissioner Privette - Appoint Gerald Newton; and <br />Chairman Barnhart - Appoint Robert Carruth. Commissioners Fennel and <br />Carpenter will present their nominations for appointment at the August 30th <br />meeting. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Chairman Barnhart <br />and unanimously carried, the Board approved the reappointment of Ms. Mary L. <br />Snow and the appointments of Mr. Gerald Newton and Mr. Robert Carruth to the <br />Board of Equalization and Review for terms of three years ending June 30, <br />2002. Mr. A. E. Partridge, Jr. and Mr. Charles K. Furr will remain on the <br />Board until the remaining two appointments are made. <br /> <br />Social Services Board <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Barnhart and <br />unanimously carried, the Board reappointed Mr. Wayne Trexler to the Social <br />Services Board for a term of three years ending June 30, 2002. <br /> <br />Jury Commission <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Fennel <br />and unanimously carried, the Board reappointed Ms. Mae Block to the Jury <br />Commission for a term of two years ending June 30, 2001. <br /> <br />Reqion F Aqinq Advisory Council <br /> <br /> Commissioner Casper nominated Ms. Estelle Ferraro for reappointment to <br />the Region F Aging Advisory Committee. Commissioner Carpenter nominated Ms. <br />Doris Hagler for appointment. <br /> <br /> The Board discussed the possible reappointment of Dr. Wallace Early. <br />However, the Board acknowledged that Dr. Early had served six consecutive <br />years as a regular member of the advisory committee and was not eligible for <br />reappointment under the County's Appointment Policy. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Casper and <br />unanimously carried, the Board by acclamation reappointed Ms. Estelle Ferraro <br />to the Region F Aging Advisory Committee for a term of two years ending June <br />30, 2001 and appointed Ms. Doris Hagler as an alternate member to the <br />advisory committee for a term of one year ending June 30, 2000. <br /> <br /> An appointment to fill the position held by Dr. Early will be made at <br />the August 30tn meeting. <br /> <br /> <br />
