262 <br /> <br />Reqion F Emerqency Medical Services Advisory Council <br /> <br /> The Board publicly thanked Ms. Mae Block for her service as a member of <br />the Region F Emergency Medical Services Advisory Council. Ms. Block has <br />served on the council for six consecutive years and is ineligible for <br />reappointment at this time. <br /> <br /> The Board delayed appointments to the Advisory Council until the <br />meeting on August 30TM. <br /> <br />Transportation Advisory Board <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Chairman Barnhart and <br />unanimously carried, the Board approved the following appointments and/or <br />reappointments to the Transportation Advisory Board: Reappointed Ms. Thelma <br />Freeze (LIFE Center), Mr. Walter LeRoy (Cabarrus Workshop) and Mr. Jerry <br />Mingo (Visually Impaired) for terms of three years ending June 30, 2002; <br />Appointed Ms. Regina Crowder (Department of Social Services) to complete an <br />unexpired term ending June 30, 2000; and Appointed Ms. Gina Goff (Health <br />Alliance) to complete an unexpired term ending June 30, 2001. <br /> <br />Nursinq Home Community Advisory Committee <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Fennel <br />and unanimously carried, the Board appointed Ms. Kelly Walters to the Nursing <br />Home Community Advisory Committee for an initial term of one year ending June <br />30, 2000. <br /> <br />INFORMAL PUBLIC COMI~ENTS <br /> <br /> Chairman Barnhart opened the meeting for Informal Public Comments at <br />10:05 P.M. <br /> <br /> Dr. Harold Winkler, Cabarrus County School Superintendent, addressed <br />the Board regarding the County School system and its efforts to provide <br />adequate facilities to meet the growth in the county. He stated that all <br />elementary schools would now be on multi-track sessions without the State <br />bond referendum, the local bond referendum and funding by the Board of <br />Commissioners during the past four years. Also, he discussed the designation <br />of schools in Cabarrus County as "schools of distinction" and reviewed the <br />impact of the reduction of the capital outlay funds on the County Schools. <br /> <br />Chairman Barnhart closed the Informal Public Comments at 10:15 P.M- <br /> <br />REPORTS <br /> <br /> Commissioner Privette read a letter from Governor Hunt regarding the <br />flooding problems on Stallings RoadJ Governor Hunt has asked the Department <br />of Transportation to conduct a hydrographic survey of the area. <br /> <br /> The Board received the following reports as a part of the Agenda: (1) <br />Time Warner Cable Channel Line-Up Change: (2) Letter from Mr. Harold B. <br />McEachern. General Manager of the Cabarrus County Agricultural Fair, Inc., in <br />response to a letter from the County Manager regarding the questions raised <br />by the Board at the May 17th meeting. Mr. McEachern indicated in his letter <br />he would provide the requested ~nformation concerning the Fair to <br />Commissioner Fennel; and (3) School Construction Funding Options as prepared <br />by the County Manager. <br /> <br /> At the request of Chairman Barnhart. Commissioner Fennel gave a brief <br />update on the Fair situation. He stated the Fair is looking at several <br />pieces of property on Highway 601- Also, Commissioner Fennel indicated that <br />the Count~, is covered by the Fair's insurance for any Fair activities on the <br />County-ow-ned property. Commissioner Carpenter said she would provide a copy <br />of Mr. McEachern's response to the concerns raised by the Board on May 17, <br />1999. <br /> <br />General Discussion <br /> <br /> Commissioner Fennel proposed that the Board consider at its August <br />meeting the establishment of a citizen s oversight committee such as the one <br />appointed by the Mecklenburg County Board of Commissioners. <br /> <br /> <br />
