246 <br /> <br />territorial jurisdiction. In addition, it shall make any necessary <br />inspections when it has reason to believe that such conditions may exist in a <br />particular building. In exercising these powers, each member of the <br />Development Services Department has a right, upon presentation of proper <br />credentials, to enter on any premises within the territorial jurisdiction of <br />the department at any reasonable hour for the purposes of inspection or other <br />enforcement action. <br />(d)At the conclusion of all work done under a permit, the appropriate codes <br />enforcement officer shall make a final inspection. If he finds that the <br />completed work complies with all applicable state and local laws, local <br />ordinances and regulations and with the terms of the permit, he/she shall <br />issue a certificate of compliance. No new building or part thereof may be <br />occupied, no addition or enlargement of an existing building may be occupied, <br />and no existing building that has been altered or removed may be occupied <br />until the Development Services Department has issued a certificate of <br />compliance. A temporary certificate of compliance may be issued permitting <br />occupancy for a stated period of specified portions of the building that the <br />senior codes enforcement officer finds may safely be occupied before <br />completion of the entire building. Violation of this section constitutes a <br />misdemeanor. <br /> (e) It shall be unlawful to secure a permanent electrical power to the <br />premises before a final inspection.
