<br /> The Board of Commissioners for the County of Cabarrus met in regular
<br />session in the Commissioners' Meeting Room at the Cabarrus County
<br />Governmental Center in Concord, North Carolina on Monday, August 30, 1999, at
<br />6:30 p.m. The Board had changed its regular meeting date by a Resolution
<br />adopted on June 14, 1999. The notice of change in the meeting schedule was
<br />published in THE INDEPENDENT TRIBUNE on July 25, 1999 and THE CHARLOTTE
<br />OBSERVER (Cabarrus Neighbors) on August 5, 1999.

<br /> Commissioners: Carolyn B. Carpenter
<br /> Sue B. Casper
<br /> Coy C. Privette
<br />
<br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr.
<br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk
<br />to the Board.

<br />Chairman Barnhart called the meeting to order at 6:30 p.m.
<br />
<br /> The Board conducted a tribute to the memory of Mr. Donald J. Moorhead,
<br />Cabarrus County Human Resources Director, who died unexpectedly on Sunday,
<br />August 29. Mr. Clifton presented the following comments.
<br />
<br />Last night the community and County Government lost a devoted
<br />employee, Donald J. Moorhead, County Human Resources Director,
<br />for the last seven years. To many he was not known. He worked
<br />behind the scenes, gaining little personal recognition. To those
<br />who knew him and worked with Don, a good man has passed on. Mark
<br />Twain has written "to be good is noble, but to show others how to
<br />be good is nobler and no trouble." Don led by example, always
<br />ready to volunteer on the job or in the community. There are a
<br />lot of local charities that will miss his energies. He was a
<br />devoted husband and father. He leaves behind a wife, Amy, and a
<br />son, Andy. He.was a professional. He sought to employ the best
<br />people for public service. He provided counsel to those in need,
<br />encouraged others to advance themselves. He was thoughtful and
<br />caring. Don was a proud man, proud of his family. His son Andy
<br />recently married and is an honors graduate from North Carolina
<br />State Veterinary School. Proud of his roots in public service.
<br />Don's father had been a high school principal in Pennsylvania.
<br />Proud to have served his country as a Vietnam veteran. Proud of
<br />his community, volunteering his and Amy's personal time to many
<br />community service groups. Proud of his employer, Cabarrus County
<br />Government. Don often spoke as to how he enjoyed being among the
<br />many talented professionals working for the County. Donald J.
<br />Moorhead served Cabarrus County, its taxpayers and citizens with
<br />dignity, honesty and dedication. His friends in County
<br />Government will miss him. We take great pleasure in having known
<br />him. God bless and keep him and provide lasting memories to all
<br />that knew this good man for he showed others how to be good.

<br /> The Board observed a moment of silent prayer, and Commissioner Privette
<br />offered a prayer to the memory of Mr. Moorhead.
<br />
<br /> Boy Scout Troop 178 of the Crossroads United Methodist Church conducted
<br />the Flag Ceremony. The following Scouts participated in the ceremony: John
<br />E. Warren, Drew Coble, Joey Estes, Taylor Brucki, Joseph Seymour, Ryan
<br />Printy, Tim Lovelace, Rob Patchett, Chris Camerino, Michael Steiner, Cody
<br />Yandle, Wesley Haynes and Ben Kesterson.

<br />Approval of Minutes
<br />
<br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner carPenter
<br />and unanimously carried, the Board approved the minutes of July 12, 1999 and
<br />August 2, 1999 as written.
<br />
<br />Approval of the Aqenda
<br />
<br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Fennel
<br />and unanimously carried, the Board approved the Agenda as submitted with Item
<br />C-1 (Recognition of Joan Hathcock, Retired Veterans Service Officer) moved to
<br />the September 20, 1999 agenda.
