280 <br /> <br />Department of Aqinq - Weatherization Sub-Contract with the Salisbury-Rowan <br />Community Service Council <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Carpenter <br />and unanimously carried, the Board approved the "Weatherization Assistance <br />Program for Low-Income Persons (Annual Contract) [(Contract Number 98-1441- <br />38-(2)] between the Salisbury-Rowan Community Service Council, Inc. and the <br />Cabarrus County Department of Aging. The contract was in the amount of <br />$93,500.00 and provided for the following: <br /> <br />Weatherization Assistance: <br />Paid Labor <br />Other Program Support <br />Materials <br />Administration <br />TOTAL <br /> <br />$55,330.00 <br />$ 3,300.00 <br />$31,570.00 <br />$ 3,300.00 <br />$93,500.00 <br /> <br />Reclassification of Nutrition Site Supervisor Position at Kannapolis Lunch <br /> <br />Plus Club Site - Department of Aqinq <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Carpenter <br />and unanimously carried, the Board approved the reclassification of the <br />Nutrition Site Supervisor for the Kannapolis Lunch Plus Club Program <br />(Position Number 01-5750-102-001) from Nutrition Site Supervisor (Salary <br />Grade 54-5-2) to Nutrition Site Coordinator (Salary Grade 55-5-2) effective <br />August 27, 1999. <br /> <br />Addition of Part-Time Office Assistant for the Department of Aqinq (HCCBG <br />Funded Position) <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Carpenter <br />and unanimously carried, Board approved the addition of a part-time Office <br />Assistant for the Department of Aging. This position will be funded by the <br />Home and Community Care Block Grant. <br /> <br />Support for Grant Proposal to the North Carolina Clean Water Manaqement Trust <br />Fund for Restoration of Mussels and Snails to Streams in the Piedmont Reqion, <br /> <br />Includinq Cabarrus County <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Carpenter <br />and unanimously carried, the Board endorsed the grant proposal by the North <br />Carolina Wildlife Resources Commission to the North Carolina Clean Water <br />Management Trust Fund for restoration of mussels and snails to selected <br />Piedmont North Carolina streams. <br /> <br />CONSENT AGENDA ITEMS REMOVED FOR DISCUSSION <br /> <br />Proposed Lease Aqreement with the State of North Carolina for 39.60 Acres for <br />a Soccer Complex <br /> <br /> After three years of negotiations, the State of North Carolina Council <br />of State has approved a 25-year lease agreement with Cabarrus County for the <br />purpose of constructing eight regulation soccer fields on 39.60 acres located <br />at Stonewall Jackson School. The City of Concord Parks and Recreation <br />Department and the Cabarrus Soccer Association are potential partners in the <br />development and management of the proposed soccer complex. There was brief <br />discussion regarding the proposed lease agreement. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Casper and <br />unanimously carried, the Board approved the following Lease Agreement and <br />Memorandum of Lease between Cabarrus County and the State of North Carolina. <br /> <br />STATE OF NORTH CAROLINA <br />COUNTY OF CABARRUS <br /> <br />LEASE AGREEMENT <br /> <br /> This LEASE AGREEMENT is entered into on the __day of , 1999, <br />by and between the STATE OF NORTH CAROLINA, hereinafter referred to as the <br />"Lessor", and the COUNTY OF CABARRUS, a body politic and political <br />subdivision of the State of North Carolina County, hereinafter referred to as <br />the "Lessee" . <br /> W I TNES SETH: <br /> WHEREAS, the Lessor is the owner of property commonly known as the <br />Stonewall Jackson Training School property, and is willing to grant to Lessee <br />a lease to portions of such property for public recreational purposes; and <br /> <br /> <br />
