310 <br /> <br />318.11(d) provides that minutes and other records of a closed session may be <br />withheld from public as long as such inspection would frustrate the purpose of the <br />closed session. <br /> <br />Rule 31. Appointments. <br />The Board shall use the following procedure to make appointments to fill <br />vacancies in the board itself or in other boards and public offices over <br />which the board has power of appointment. <br /> <br />The chair shall open the floor to nominations, whereupon the members shall <br />put forward and debate names of possible appointees. If the nominations <br />equal the number of openings, the board can accept nominations by <br />acclamation. After the debate, the chair shall call the roll of the members, <br />and each member shall vote. The votes shall not be tallied until each member <br />has voted. <br /> <br />Each vote shall be decided by a majority of the valid ballots cast (a <br />majority is determined by dividing the number of valid ballots cast by two <br />and taking the next highest whole number). It is the duty of each member to <br />vote for as many appointees as there are appointments to be made, but failure <br />to do so does not invalidate that member's ballot. <br /> <br />Rule 33. Reference to Robert's Rules of Order. <br />To the extent not provided for in, and not conflicting with the spirit of, <br />these rules, the chair shall refer to RRO to resolve procedural questions. <br /> comment: RRO was designed to govern a large legislative assembly, and many of its <br /> provisions may be inappropriate for small boards. Nevertheless, it is the best <br /> source of parliamentary procedure; care should simply be taken to adjust RRO to meet <br /> the needs of small governing boards. <br /> <br />Resolution in Support of The Ten Commandments <br /> <br /> Commissioner Fennel presented "A Resolution in Support of The Ten <br />Commandments". He made a motion, seconded 'by Commissioner Privette, for <br />approval of the following Resolution. <br /> <br />Resolution No. 1999-19 <br /> <br />CABARRUS COUNTY BO~D OF COMMISSIONERS <br />A RESOLUTION IN SUPPORT OF <br /> THE TEN COMF~NDMENTS <br /> <br /> WHEREAS, violence has increased dramatically in our society and our <br />schools; and <br /> WHEREAS, the passage of new laws to stop violence has had little, if <br />any, beneficial effect and has diminished the personal liberty of law-abiding <br />citizens; and <br /> WHEREAS, freedom and order can best be maintained if our children are <br />taught to respect the lives, person, and property of others; and <br /> WHEREAS, there is no better code of moral conduct than The Ten <br />Commandments and many of our laws have their origin in The Ten Commandments; <br />and <br /> WHEREAS, the phrase, "separation of church and state" never appears in <br />the Constitution and the Bible was the most frequent source of quotations <br />during the Constitutional Convention. <br /> THEREFORE, BE IT RESOLVED, that the Cabarrus County Board of <br />Commissioners, without reservation, supports legislation to display The Ten <br />Commandments in our schools. <br /> BE IT FURTHER RESOLVED, that a copy of this resolution be sent to each <br />U. S. Stating that the phrase <br />"without reservation" was vague, she asked that it be replaced with the word <br />"wholeheartedly." Commissioner Fennel did not accept this change. <br /> <br /> <br />
