311 <br /> <br /> Mr. Hartsell briefly reviewed a 1981 Supreme Court ruling. He advised <br />that the proposed Resolution was a request only and would not have the effect <br />of law. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Privette <br />with Commissioners Fennel, Privette and Carpenter and Chairman Barnhart <br />voting for and Commissioner CaSper voting against, the Board adopted the <br />Resolution as presented by Commissioner Fennel and stated above. <br /> <br /> Commissioner Casper stated for the record that she supports The Ten <br />Commandments but opposed the language of the proposed Resolution. <br /> <br />APPOINTMENTS TO BOARDS A/TD COMMITTEES <br /> <br />Board of Equalization and Review <br /> <br /> Commissioner Fennel nominated Mr. Harry G. Brown for appointment to the <br />Board of Equalization and Review. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Privette and <br />unanimously carried, the Board moved to close nominations and appoint Mr. <br />Harry G. Brown by acclamation to the Board of Equalization and Review for a <br />three-year term ending June 30, 2002. <br /> <br />Region F Aging Advisory Committee <br /> <br /> Commissioner Privette nominated Ms. Betty Garmon for appointment as the <br />alternate member to the Region F Aging Advisory Committee. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board moved to close nominations and to appoint Ms. <br />Betty Garmon by acclamation as an alternate member to the Region F Aging <br />Advisory Committee for a term of one year ending June 30, 2000. <br /> <br />Juvenile Crime Prevention Council <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Chairman Barnhart <br />and unanimously carried, the Board appointed Mr. Marshall A. Smith to the <br />Juvenile Crime Prevention Council to fill the vacancy created by the <br />resignation of Ms. Mary Blakeney. Mr. Smith's term of appointment will end <br />on December 31, 2000. <br /> <br />INFORMAL PUBLIC COMMENTS <br /> <br /> Chairman Barnhart opened the meeting for Informal Public Comments at <br />8:45 P.M. <br /> <br /> Ms. Marti Soltis of 3269 Woodchuck Drive, Kannapolis, stated that <br />school construction costs in Cabarrus County have historically been in line <br />with the State average. She expressed concern about the effect of multi- <br />tracking on families and pointed out that multi-tracking is not the same as <br />year round schools. Ms. Soltis also questioned the denial of the parks and <br />recreation incentive grant for the Odell School gymnasium fans, stating in <br />her opinion the requested fans should not be considered a repair or <br />maintenance item. <br /> <br /> Ms. Betsy Carpenter asked the Board to consider the licensing of dogs <br />and cats in Cabarrus County. She expressed concern that 80 percent of the <br />animals picked up by the County are put to sleep. Further, Ms. Carpenter <br />asked the Board to consider the appointment of an advisory board for Animal <br />Control. <br /> <br /> Ms. Carol Bair stated in her opinion the Cabarrus County School Board <br />has been doing a wonderful job. She addressed such issues as steel frame <br />structures, the need to build long-term school facilities and problems <br />associated with multi-tracking. She supported the incentives for industrial <br />development, stating in four to five years there would be no problems with <br />money for the schools. <br /> <br /> Ms. Kelly Trott of 819 Kings Crossing Drive, Concord, commended the <br />proposed partnership between the Board of Commissioners and the School Board. <br /> <br /> <br />
