312 She also defended the School Board members, stating in her opinion they have done a good job for Cabarrus County. Mr. Gene Cruse of Dutch Road, Mt. Pleasant, expressed concern that the issue concerning the quality of construction and price for building new schools has not yet been resolved. He stated in his opinion the type of school construction should be put on the ballot for the voters to decide. Meetinq with School Boards UPON MOTION of Commissioner Carpenter, seconded by Commissioner Privette and unanimously carried, the Board agreed that the Board of Commissioners would meet quarterly with the Cabarrus County Board of Education and the Kannapolis City Board of Education beginning in January 2000 with the Chairpersons of the three boards to set the agenda for the meeting. REPORTS The following items were included in the Reports section of the Agenda: (1) Resolutions Adopted by the North Carolina Association of County Commissioners; (2) Status Report on Workers' Compensation Fund; (3) Status Report on Liability and Property Insurance Fund; (4) Board Retreat - Work Session(s); (5) FY 1999 Year End Financial Analysis - Undesignated Fund Balance Report/Recommendation. There was brief discussion about the report showing the County's Undesignated Fund Balance at $30,155,952.00 on June 30, 1999. After reserving 15 percent of budgeted expenditures as established by Board policy, the County would have $14,361,072.00 available for funding priorities and objectives. There was general agreement that the County's top priority for these funds would be the construction of new schools. 0ral Report - Follow Up to Hurricane Floyd, Mike Downs, Development Services Director Mr. Mike Downs, Development Services Director, gave a brief report on activities associated with Hurricane Floyd during the previous week. The County activated the Emergency Operations Center (EOC) at 6:00 p.m. on Wednesday, September 15. Three emergency shelters were opened and housed approximately 170 people Wednesday night. Both the EOC and the Shelters were closed Thursday morning. There was very little damage in Cabarrus County; however, four staff members left today to assist with relief efforts in the eastern counties. The Board expressed appreciation to Mr. Downs as well as all staff members and volunteers who assisted during Hurricane Floyd. Closed Session - Property Acquisition UPON MOTION of Commissioner Fennel, seconded by Commissioner Privette and unanimously carried, the Board moved to go into closed session in accordance with Rule 3, Item 4 of the Rules of Procedure [NCGS 143- 318.11(a) (5)] to consider and take action with respect to the position to be taken by the County in negotiating the price or other material terms of an agreement for the acquisition or lease of real property for an Agricultural Exposition facility on Highway 49. UPON MOTION of Commissioner Carpenter, seconded by Commissioner Privette and unanimously carried, the Board moved to end the closed session. Acquisition of Property UPON MOTION of Commissioner Fennel, seconded by Commissioner Privette and unanimously carried, the Board moved to ratify the contract to purchase 70.8 acres of property (located at Highway 49 and Old Airport Road) for $21,500.00 per acre from M & F Properties for parks, recreation and other public facilities, including school purposes. The County will retain ownership and control of the property and will negotiate with the Cabarrus County Fair Association, Inc. for the potential use of all or part of the property during the normal time period for the Fair which would typically be about three weeks. Further, the Board authorized appropriate budget amendments for the land purchase and recognized the fact that the owners will provide a survey.
