293 <br /> <br /> On behalf of the Board, Commissioner Fennel presented a plaque to <br />Officer Robinson in appreciation for his service to Cabarrus County and its <br />citizens. <br /> <br />Recognition of Charles B. "Bill" Ross on His Retirement as Register of Deeds <br /> <br />on September 23, 1999 - Linda McAbee, Chief Assistant Register of Deeds <br /> <br /> Ms. Linda McAbee, Chief Assistant Register of Deeds, recognized Mr. <br />Charles B. "Bill" Ross on his retirement. Mr. Ross was sworn in as Register <br />of Deeds on June 1, 1987 and will retire on September 23, 1999. <br /> <br /> On behalf of the Board, Commissioner Fennel presented a plaque to Mr. <br />Ross in appreciation for his service to Cabarrus County and its citizens. <br /> <br /> Mr. Ross expressed appreciation to the Board members and the County <br />Manager for their support during the annual budget process each year. <br /> <br />Recognition of Senior Planners Bradley J. Lagano and William E. Moore on <br />Certification as Members of the American Institute of Certified Planners - <br /> <br />Jonathan Marshall, Planning Services Director <br /> <br /> Mr. Jonathan Marshall, Planning Services Director, recognized Mr. <br />Bradley J. Lagano and Mr. William E. Moore IV for attaining certification as <br />members of the American Institute of Certified Planners (AICP) . He explained <br />that certification requires a combination of specific education, extensive <br />experience, successful completion of a rigid examination and adherence to a <br />strict ethical code of conduct. <br /> <br /> On behalf of the Board, Commissioner Fennel presented a Certificate of <br />Commendation to both Mr. Lagano and Mr. Moore. <br /> <br />Presentation of Plaque from Concord Mills <br /> <br /> Commissioner Fennel presented a plaque from Concord Mills that stated <br />"with great appreciation to the officials and citizens of Cabarrus County for <br />their support during the development and construction of Concord Mills." A <br />similar plaque will be mounted at Concord Mills, which officially opened on <br />September 17, 1999. <br /> <br />CONSENT AGENDA <br /> <br /> Commissioner Carpenter asked that Item 8 (Contract with Tax Management <br />Associates) be removed from the Consent Agenda for discussion. <br /> <br />Approval of Bond for the Register of Deeds Effective SeDtember 24, 1999 <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Fennel <br />and unanimously carried, the Board approved the Public Official Bond in the <br />amount of $50,000.00 for the Register of Deeds effective September 24, 1999, <br />pursuant to North Carolina General Statute 161-4. Ms. Linda McAbee will be <br />sworn in as Register of Deeds on September 24tn. <br /> <br />Correction of Minutes of June 21, 1999 to Show Corrections to the FY 2000 <br />Budget Ordinance <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Fennel <br />and unanimously carried, the Board corrected the minutes of June 21, 1999 <br />(page 252 of Minute Book 26) to show the following corrections to the FY 2000 <br />Budget Ordinance as submitted by Ms. Cathie K. Straub, Budget Officer: <br /> <br />Current Ad Valorem Tax Levy <br />Other Taxes and Penalties <br /> <br />53,629,157~00 <br />18,520,800.00 <br /> <br />Joint ADplication with Concord and Kannapolis for U.S. Environmental <br /> <br />Protection Agency Sustainable Development Challenge Grant <br /> <br />The FY 2000 budget includes $25,000.00 as the County's share of a <br />countywide parks and recreation plan to be prepared with the cities of <br />Concord and Kannapolis. Mr. Adam Hines of the Cabarrus Health Alliance <br />Cardiovascular Program has identified an Environmental Protection Agency <br />Sustainable Development Challenge Grant that would provide funding up to <br />$250,000.00 to develop a more comprehensive plan. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Fennel <br />and unanimously carried, the Board approved Cabarrus County's participation <br /> <br /> <br />
