293 On behalf of the Board, Commissioner Fennel presented a plaque to Officer Robinson in appreciation for his service to Cabarrus County and its citizens. Recognition of Charles B. "Bill" Ross on His Retirement as Register of Deeds on September 23, 1999 - Linda McAbee, Chief Assistant Register of Deeds Ms. Linda McAbee, Chief Assistant Register of Deeds, recognized Mr. Charles B. "Bill" Ross on his retirement. Mr. Ross was sworn in as Register of Deeds on June 1, 1987 and will retire on September 23, 1999. On behalf of the Board, Commissioner Fennel presented a plaque to Mr. Ross in appreciation for his service to Cabarrus County and its citizens. Mr. Ross expressed appreciation to the Board members and the County Manager for their support during the annual budget process each year. Recognition of Senior Planners Bradley J. Lagano and William E. Moore on Certification as Members of the American Institute of Certified Planners - Jonathan Marshall, Planning Services Director Mr. Jonathan Marshall, Planning Services Director, recognized Mr. Bradley J. Lagano and Mr. William E. Moore IV for attaining certification as members of the American Institute of Certified Planners (AICP) . He explained that certification requires a combination of specific education, extensive experience, successful completion of a rigid examination and adherence to a strict ethical code of conduct. On behalf of the Board, Commissioner Fennel presented a Certificate of Commendation to both Mr. Lagano and Mr. Moore. Presentation of Plaque from Concord Mills Commissioner Fennel presented a plaque from Concord Mills that stated "with great appreciation to the officials and citizens of Cabarrus County for their support during the development and construction of Concord Mills." A similar plaque will be mounted at Concord Mills, which officially opened on September 17, 1999. CONSENT AGENDA Commissioner Carpenter asked that Item 8 (Contract with Tax Management Associates) be removed from the Consent Agenda for discussion. Approval of Bond for the Register of Deeds Effective SeDtember 24, 1999 UPON MOTION of Commissioner Privette, seconded by Commissioner Fennel and unanimously carried, the Board approved the Public Official Bond in the amount of $50,000.00 for the Register of Deeds effective September 24, 1999, pursuant to North Carolina General Statute 161-4. Ms. Linda McAbee will be sworn in as Register of Deeds on September 24tn. Correction of Minutes of June 21, 1999 to Show Corrections to the FY 2000 Budget Ordinance UPON MOTION of Commissioner Privette, seconded by Commissioner Fennel and unanimously carried, the Board corrected the minutes of June 21, 1999 (page 252 of Minute Book 26) to show the following corrections to the FY 2000 Budget Ordinance as submitted by Ms. Cathie K. Straub, Budget Officer: Current Ad Valorem Tax Levy Other Taxes and Penalties 53,629,157~00 18,520,800.00 Joint ADplication with Concord and Kannapolis for U.S. Environmental Protection Agency Sustainable Development Challenge Grant The FY 2000 budget includes $25,000.00 as the County's share of a countywide parks and recreation plan to be prepared with the cities of Concord and Kannapolis. Mr. Adam Hines of the Cabarrus Health Alliance Cardiovascular Program has identified an Environmental Protection Agency Sustainable Development Challenge Grant that would provide funding up to $250,000.00 to develop a more comprehensive plan. UPON MOTION of Commissioner Privette, seconded by Commissioner Fennel and unanimously carried, the Board approved Cabarrus County's participation
