G. Walt Kiefer (At-Large), Mr. Ed Hill (Townships 3/4) <br />and Mr. Bill Babb (Alternate) to the Cabarrus County Planning and Zoning <br />Commission for terms of three years ending January 31, 2001. Further, the Board <br />deferred the Township 10/11 appointment until the next meeting. <br /> <br />Cabarrus County Tourism Authority <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Niblock with <br />Commissioners Barnhart, Niblock and Mills and Chairman Casper voting for, the <br />Board extended the terms of Tourism Authority members Frank Clifton (At-Large), <br />Dottie Richards (Cabarrus Chamber of Commerce) and Tom Dayvault (Kannapolis <br />Chamber of Commerce) until such time that legislative adjustments can be made to <br />the membership structure of the Tourism Authority. Further, the current vacancy <br />(At-Large) will remain vacant until this process is completed. <br /> <br />Adult Care Home Community Advisory Committee <br /> <br /> The Board deferred action on the appointment/reappointment to the Adult <br />Care Home Community Advisory Committee until the next meeting° <br /> <br />Department of Aging Advisory Hoard <br /> <br /> At the request of Chairman Casper, the Board deferred the appointments to <br />the Department of Aging Advisory Board until the next meeting. <br /> <br />Transportation Advisory Committee of the Cabarrus/South Rowan Urban Area <br />Metropolitan Planning Organization (Commissioner Member) <br /> <br /> By consensus, the Board designated Commissioner Niblock to continue to <br />serve as its representative on the Transportation Advisory Committee. <br /> <br />Closed Session to Discuss the Performance Evaluation of the County Manager and <br />to Discuss Pending Litigation Involving Philip Morris as Authorized by North <br />Carolina General Statutes 143-318.11(a)(6)(3) <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Mills with <br />Commissioners Harnhart, Mills and Niblock and Chairman Casper voting for, the <br />Board moved to go into a closed session to discuss the performance evaluation of <br />the County Manager and to discuss pending litigation involving Philip Morris as <br />authorized by North Carolina General Statute 143-318.11(a)(6)(3). <br /> <br /> Commissioner Carpenter arrived during the closed session and was present <br />for the remainder of the meeting. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Mills and <br />unanimously carried, the Board moved to adjourn the closed session. <br /> <br />No.action was reported from the closed session. <br /> <br />Adjournment <br /> <br /> There being no further business to come before the Board, Chairman Casper <br />adjourned the meeting at 8:55 p.m. <br /> <br /> Frankie F.
