588 <br /> <br />the court in which he presided with the highest integrity and <br />dignity; and <br /> WHEREAS, Judge Grant worked diligently to increase knowledge <br />and build positive attitudes and awareness of the law and judicial <br />system among the youth of Cabarrus County, creating in 1990 the Meet <br />the Courts and Law Enforcement Program to introduce ninth grade <br />students from Cabarrus County and Kannapolis City Schools to the <br />local court system and other areas of law enforcement; and <br /> WHEREAS, the Meet the Courts and Law Enforcement Program <br />proved to be a very successful partnership among the courts, law <br />enforcement and the local schools, serving as a model for similar <br />programs in other states and bringing national recognition and <br />acclaim to Judge Grant, including recognition from two Presidents of <br />the United States; and <br /> WHEREAS, Judge Grant consistently worked to promote public <br />education regarding the court system as a member of the American Bar <br />Association, as an instructor for the National Judicial College and <br />as a lecturer to conferences of judges and other organizations <br />across the nation; and <br /> WHEREAS, Cabarrus County is indeed fortunate to have had a <br />person of Judge Grant's capabilities and dedication serving the <br />citizens of this county as Chief District Court Judge. <br /> NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board <br />of Commissioners expresses deep gratitude and sincere appreciation <br />to Judge Adam C. Horton, <br />Jr. and his wife. <br /> Resolution No. 1998-22 <br /> <br />RESOLUTION IN HONOR AND APPRECIATION OF <br />JUDGE CLARENCE E. HORTON, JR. <br /> <br /> WHEREAS, Judge Clarence E. Horton, Jr. was appointed to the <br />North Carolina Court of Appeals by Governor James B. Hunt, Jr. in <br />December 1997, having served as District Court Judge for the 19A <br />Judicial District of the State of North Carolina since January 1981; <br />and <br /> WHEREAS, Judge Horton served the citizens of this county as <br />District Court Judge for 16 years in an exemplary manner, providing <br />experience and sound judgment with unfailing integrity, dignity and <br />thoughtful reflection; and <br /> WHEREAS, Judge Horton is well-known in the community as a <br />respected historian, author and legal teacher; and <br /> WHEREAS, Judge Horton has consistently demonstrated the <br />diligence and willingness to devote himself fully to collecting and <br />preserving the history of Cabarrus County for future generations; <br />and <br /> WHEREAS, Judge Horton has endeavored to inspire interest and <br />pride in our heritage through his involvement with many special <br />historical celebrations, serving as Co-Chair of the Cabarrus County <br />Bicentennial Committee, organizing a year-long celebration in 1992, <br />and as Chair of the Concord Bicentennial Committee, organizing a <br />month-long celebration in April 1996. <br /> WHEREAS, Judge Horton served as District Court Judge with <br />devotion and distinction and has offered his time and talents to <br />many civic and community organizations, enriching us all. <br /> NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board <br />of Commissioners expresses deep gratitude and sincere appreciation <br />to Judge Clarence E.
