599 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multipurpose Room at the Governmental Center in Concord, North <br />Carolina on Wednesday, May 27, 1998, at 6:00 P.M. <br /> <br />Present <br /> <br />Absent - <br /> <br />Chairman: Sue B. Casper <br />Vice-Chairman: Carolyn Carpenter <br />Commissioner: Jeffrey L. Barnhart <br />Commissioners: Kenneth Mills <br /> Dr. Franklin C. Niblock, Jr. <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. John <br />Day, Deputy County Manager for Operations; Mr. Don Moorhead, Human Resources <br />Director; Ms. Cathie Keller-Straub, Budget Officer; and Mrs. Frankie F. Bonds, <br />Clerk to the Board. <br /> <br />Chairman Casper called the meeting to order at 6:00 P.M. <br /> <br />Reconsideration of County Extension Director Position <br /> <br /> Commissioner Carpenter made the following motion: Having voted with the <br />majority on the issue of the appointment of the County Extension Director, I <br />move that the Board reconsider the appointment to that position based upon <br />information that has been supplied to me. The motion was seconded by <br />Commissioner Barnhart and approved with Commissioners Carpenter and Barnhart <br />and Chairman Casper voting for. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Barnhart <br />with Commissioners Carpenter and Barnhart and Chairman Casper voting for, the <br />Board adopted the following: <br /> <br />It is understood that David Goff has asked that his name be <br />removed from any further consideration for the position of <br />Cooperative Extension Director for Cabarrus County. <br /> <br />Motion: That the Board of County Commissioners for Cabarrus <br />County go on record as accepting and endorsing the recommendation <br />of the North Carolina Cooperative Extension Service, North <br />Carolina State University that Ms. Melissa Hight be appointed as <br />Cooperative Extension Director for Cabarrus County. <br /> <br />It is hoped that Ms. Hight will accept this appointment and assume <br />those duties at the earliest possible date. <br /> <br />Sheriff's Department Budget <br /> <br /> Sheriff Robert Canaday reviewed his funding request for two patrol <br />officers and an additional Animal Control Officer. Federal grant funding <br />under the COPS FAST Program for the two patrol officers will end on September <br />1, 1998. The County Manager denied funding for these officers in the proposed <br />budget. However, Sheriff Canaday reported he and Mr. Clifton had agreed the <br />Sheriff would fund the two patrol officers for the remainder of FY 1998-99 <br />using approximately $45,350.00 in asset forfeiture and/or North Carolina <br />Controlled Substance tax funds and Mr. Clifton would recommend funding for the <br />two officers in the FY 1999-2000 budget. Further, Sheriff Canaday stated the <br />additional Animal Control Officer is needed to assist with the adoption <br />program operated by the Humane Society. He explained that the sworn officer <br />would rotate throughout the department. <br /> <br /> There was lengthy discussion regarding the hiring of a non-sworn officer <br />and/or part-time staff to assist at the Animal Shelter. Board members also <br />discussed the need for licensing of animals and a requirement for the <br />neutering of animals adopted from the Shelter. <br /> <br /> The Board indicated it would take the funding request under advisement <br />for consideration prior to the adoption of the budget. <br /> <br />Social Services <br /> <br /> The Board reviewed the recommended Social Services budget. Mr. Jim <br />Cook, Social Services Director, answered questions by the Board members <br />regarding the cost of Medicaid, the request for new positions, foster care and <br />adoption programs. <br /> <br /> <br />
