633 <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Niblock <br />and unanimously carried, the Board adopted the following Resolution. <br /> <br />Resolution No. 1998-25 <br /> <br /> Resolution <br />Requesting the Support of the Cabarrus County Delegation to the <br />General Assembly for the Passage of House Bill 1495 <br />"An Act to Protect the Privacy of Health Information" <br /> <br /> WHEREAS, health information is personal and sensitive <br />information which, if inaccurately collected, documented, or <br />improperly used may cause significant harm to a patient's <br />interests in privacy and health care; and <br /> WHEREAS, current North Carolina laws and regulations <br />provide, at best, an inconsistent and incomplete treatment of laws <br />and policies related to the subject of health care information in <br />any format; and <br /> WHEREAS, there are continuing pressures to improve the <br />quality of health care while at the same time dealing with <br />increasing complexity and cost that has led to an acceleration in <br />the use of computers and communications to manage health <br />information; and <br /> WHEREAS, it is in the public interest to establish <br />legislative policies and guidelines to ensure that health <br />information is: (1) Secure, Private, Accurate and Reliable; and <br />(2) Information is properly disclosed; and (3) Accessible only to <br />those with a legitimate need for the information. <br /> NOW, THEREFORE, BE IT RESOLVED that the Board of <br />Commissioners of Cabarrus County officially requests that the <br />local legislative delegation for Cabarrus County support the <br />passage of House Bill 1495. <br /> Adopted this 22rdday of June 1998. <br /> <br />ATTEST: <br />/s/ Frankie F. Bonds <br /> <br />Clerk, Board of Commissioners <br /> <br />/s/ Sue Casper <br />Sue Casper, Chair <br />Cabarrus County Board of Commissioners <br /> <br />Approval of Appointment to the Carolinas Partnership Board of Directors <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Niblock <br />and unanimously carried, the Board reappointed Mr. Don Buckley, Cabarrus <br />County Economic Development Corporation Board Member, to the Carolinas <br />Partnership Board of Directors effective July 1, 1998. <br /> <br />Consideration of Request Not to Pave Edgefield ~oad, SR 1190 <br /> <br /> The Board reviewed the request to adopt a resolution asking that the <br />North Carolina Department of Transportation not pave Edgefield Road (SR 1190). <br />Chairman Casper, who was'absent for the public hearing held on June 15, 1998 <br />concerning this request, responded to a number of issues that had been raised <br />during the hearing. She addressed the proposed method of paving for Edgefield <br />Road and the effect of dust from a dirt road on allergies and lung problems. <br />There was discussion regarding issues both for and against paving the road, <br />specifically that a majority of property owners do not want Edgefield Road to <br />be paved. <br /> <br /> A motion was made by Chairman Casper and seconded by Commissioner Mills <br />to request the North Carolina Department of Transportation to proceed with the <br />paving of Edgefield Road. The motion failed with Chairman Casper and <br />Commissioner Mills voting for and Commissioners Carpenter, Barnhart and <br />Niblock voting against. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Carpenter <br />with Commissioners Barnhart, Carpenter and Niblock and Chairman Casper voting <br />for and Commissioner Mills voting against, the Board adopted the following <br />Resolution. <br /> <br /> BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners does hereby request the North Carolina Department of <br /> <br /> <br />
