UPON MOTION of Commissioner Barnhart, seconded by Commissioner Mills and <br />unanimously carried, the Board approved the School-Age Care Grant Proposal as <br />submitted by the Cabarrus Cooperative Extension Service and authorized <br />execution of the North Carolina State University Subcontract #98-0566-35 for <br />grant funds of $18,000.00 to be used to improve the quality of school-age care <br />at the Coltrane-Webb, Harrisburg and Mt. Pleasant Afterschool KIDS:Plus 4-H <br />Sites. <br /> <br />Declare Emergency Power Generator Located in Basement of Cooperative Extension <br />Building as Surplus Property and Direct the County Purchasing Agent to Dispose <br />of Generator for No Less Than $10,000.00 <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Mills and <br />unanimously carried, the Board declared the emergency power generator located <br />in the basement of the Cooperative Extension Building and previously used by <br />the Emergency Management Office as surplus property and directed the County <br />Purchasing Agent to dispose of it for no less than $10,000.00. <br /> <br />Ratify Action by the Cabarrus County Board of Education Granting a Right-of- <br />Way and Easement to the Town of Mt. Pleasant <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Mills and <br />unanimously carried, the Board ratified action by the Cabarrus County Board of <br />Education granting a right-of-way and easement across school property located <br />in Township 8 (Tax Ref.: PIN No. 5670-18-7033) to the Town of Mt. Pleasant. <br /> <br />NEW BUSINESS <br /> <br />Appointment of Extraterritorial Jurisdiction Members to the Mt. Pleasant <br /> <br />Planning and Zoning Board - Public Hearing 6:30 P.M. <br /> <br /> Chairman Casper opened the public hearing concerning the appointment of <br />the extraterritorial jurisdiction members to the Mt. Pleasant Planning and <br />Zoning Board. (The Public Hearing Notice was published in THE INDEPENDENT <br />TRIBUNE on June 29 and July 6, 1998.) Applications were on file for Mr. M. D. <br />Swaringen and Mr. Tony Lapish, current members of the Planning and Zoning <br />Board. There was no one present to address the Board, and Chairman Casper <br />closed the public hearing. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Mills and <br />unanimously carried, the Board reappointed Mr. M. D. Swaringen and Mr. Tony <br />Lapish to the Mt. Pleasant Planning and Zoning Board of Adjustment for terms <br />of three years ending June 30, 2001. The Board recognized that the <br />reappointment of Mr. Swaringen was an exception to the County's Appointment <br />Policy. <br /> <br />Zoning Text Amendment - Petition G98-04(T) Relative to Submission Deadline for <br />Filing Rezoning Petitions - Public Hearing 6:30 P.M. <br /> <br /> Mr. Brad Lagano, Senior Planner, reviewed the proposed Petition to amend <br />the Zoning Ordinance by changing the submission deadline for filing rezoning <br />petitions. <br /> <br /> Chairman Casper opened the public hearing concerning Petition C98-04(T) <br />and asked if anyone wished to speak regarding the proposed Zoning text <br />amendment.
