Bo~ <br />Clerk to the Board <br /> <br />Ratification of the Purchase by the Cabarrus County Board of Education of <br />Approximately 9.79 Acres (Harrisbura Elementary Property) <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Niblock <br />and unanimously carried, the Board ratified the purchase by the Cabarrus <br />County Board of Education of approximately 9.79 acres of property from O.C. <br />Towell at a purchase price of $18,000.00 per acre for the new Harrisburg <br />Elementary School site. <br /> <br />Ra~ification of ~h~ Purchase bY ~h9 ~abarrus County Board of Education of <br />Approximately 47.865 Acres of Property (West Side Hiah School Property) <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Niblock <br />and unanimously carried, the Board ratified the purchase by the Cabarrus <br />County Board of Education of approximately 47.865 acres of property from <br />Jones Neil Pharr and Mary Lou Allred, individually and as Trustee U/A, at a <br />purchase price of $24,000.00 per acre for the new West Side High School site. <br /> <br />Subordination of Lease for Human Services Center <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Niblock <br />and unanimously carried, the Board approved the subordination of the Lease <br />for the Human Services Center and authorized the Chair to sign a <br />Subordination Agreement and an Estoppel Certificate. <br /> <br />NEW BUSINESS <br /> <br />Memorandum of Understanding Concerning a Commercial/Retail/Tourism <br />Development Incentive Grant for Marriott Conference Centers, Burroughs & <br />Chapin, Inc. and Landex, Inc. (Collectively the "Developer") - Public Hearin~ <br />- 6:30 P.M. <br /> <br /> Mr. Clifton gave a brief overview of the proposed Memorandum of <br />Understanding (MOU) authorizing Cabarrus County, City of Concord, Cabarrus <br />County Tourism Authority and the Developer (Burroughs & Chapin, Inc., Landex, <br />Inc. and Marriott Conference Centers) to negotiate the terms of a Business <br />Agreement concerning a commercial/retail/tourism development incentive grant <br />for the proposed Concord Marriott project. Plans for the proposed <br />hotel/conference center include approximately 300 hotel rooms and a 100,000 <br />square foot conference center with 40,000 square feet of dedicated meeting <br />space. Mr. Clifton pointed out the suggested changes made to reflect the <br />administrative fees deducted from proceeds of the local sales tax and <br />hotel/motel taxes collected in Cabarrus County. He also discussed plans by <br />the Tourism Authority to acquire approximately 16 acres adjacent to the <br />proposed hotel conference center site for the possible development of a civic <br />center/exhibition hall at some time in the future. <br /> <br /> Mr. Mark Shore, Executive Director of the Cabarrus County Convention <br />and Visitors Bureau, answered questions regarding the commercial/retail/ <br />tourism development incentive grant program. <br /> <br /> At 7:14 P.M., Chairman Casper opened the public hearing concerning the <br />proposed Memorandum of Understanding relative to the Marriott Conference <br />Center project. The Notice of Public Hearing was published in THE <br />INDEPENDENT TRIBUNE on September 9, 1998 and in THE CHARLOTTE OBSERVER <br />(Cabarrus Neighbors) on September 10, 1998. <br /> <br /> Mr. Jim Scarbrough, Attorney representing John Q. Hammons Hotels, <br />reported his client owns and operates hotels across the United States and <br />plans to build a facility in this area. Stating he is not opposed to <br />incentive grants, Mr. Scarbrough expressed concern about the proposed MOU for <br />the Marriott project. He stated in his opinion the rebate of room taxes <br />could give Marriott an unfair advantage over the other hotels in the area, <br />such as the one to be constructed by Hammons. Mr. Scarbrough questioned how <br />closely the Marriott project would be tied to the proposed public civic <br />center, i.e. who would control bookings, food, laundry, and other services at <br />the civic center. <br /> <br /> <br />
