53 <br /> <br /> Mr. Bill Mead, Regional Vice President for John Q. Hammons Hotels, <br />reported his company has been working on the development of a hotel/ <br />conference center in Concord for three years. He outlined past negotiations <br />with the City of Concord and stated incentives were not included when both <br />Hammons and Marriott placed bids with the City in early 1998 to build a <br />hotel/conference center. The City Council at that time selected Marriott to <br />build the proposed facility. Mr. Mead also asked if Marriott would have a <br />management contract for the civic center. <br /> <br /> Mr. Clifton explained the conference center and civic center/exhibition <br />hall are two separate facilities. He stated that Marriott would operate the <br />conference center and that the Tourism Authority would control the civic <br />center/exhibition hall, if and when it is built. Mr. Clifton advised that the <br />County is not familiar with the proposal submitted by Hammons to the Concord <br />City Council. He invited Mr. Mead to bring forth a proposal from Hammons for <br />the Board's consideration. <br /> <br /> Mr. Jim Hobbs, President of the North Carolina Hotel/Motel Association, <br />opposed the rebate of a portion of the occupancy tax as a part of an <br />incentive package. He stated in his opinion this would be unfair to other <br />operators in the area. Mr. Hobbs addressed the cost of building and operating <br />a public civic center and questioned plans to build such a facility in <br />Cabarrus County. He did acknowledge the provisions that were added to the <br />hotel/conference center development incentive program in response to his <br />comments on August 17. <br /> <br /> There was no one else who wished to address the Board, and Chairman <br />Casper closed the public hearing at 7:35 P.M. <br /> <br /> UPON MOTION of Chairman Casper, seconded by Commissioner Niblock and <br />unanimously carried, the Board approved the ~Memorandum of Understanding <br />between City of Concord, Cabarrus County, Cabarrus County Tourism Authority, <br />Marriott Conference Center, Burroughs & Chapin, Inc. and Landex, Inc." as <br />submitted for the proposed Concord Marriott project. <br /> <br /> The Memorandum of Understanding as approved by the Board is on file in <br />the Office of the County Manager and hereby included by reference as a part <br />of the minutes. <br /> <br /> Mr. Clifton advised that a final "Business Agreement" concerning the <br />proposed Marriott project should be presented to the Board for consideration <br />within the next 60 days. <br /> <br />Industrial Development Incentive Grant Agreement for Pass and Sey~our - <br />Public Hearing - ~0 P,M, <br /> <br /> Mr. Clifton reported Pass and Seymour (P&S) is seeking an industrial <br />development incentive grant for a project totaling $10 million. <br /> <br /> At 7:42 P.M., Chairman Casper opened the public hearing concerning the <br />proposed industrial incentive grant for Pass and Seymour and asked if anyone <br />wished to address the Board regarding this issue. The Notice of the Public <br />Hearing was published in THE INDEPENDENT TRIBUNE on September 9, 1998 and in <br />THE CHARLOTTE OBSERVER (Cabarrus Neighbors) on September 10, 1998. <br /> <br /> There was no one present to address the Board, and Chairman Casper <br />closed the public hearing. <br /> <br /> UPON MOTION of Commissioner Niblock, seconded by Chairman Casper and <br />unanimously carried, the Board approved the following Industrial Grant <br />Agreement that is consistent with County policy. <br /> <br />NORTH CAROLINA <br /> <br />CABARRUS COUNTY <br /> <br />INDUSTRIAL INCENTIVE GRANT A~REEMENT <br /> <br /> THIS AGREEMENT (this "Agreement" is made and entered into as of the 27 <br />day of August, 1998, among CABARRUS COUNTY (the "County), a political <br />subdivision of the State of North Carolina; the CITY OF CONCORD (the "City"), <br />a municipal corporation of the State of North Carolina; and PASS AND SEYMOUR <br />(P&S), a North Carolina corporation. <br /> WITNESSETH: that <br /> <br /> <br />
