79 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, November 16, 1998, <br />at 6:30 P.M. <br /> <br />Present - Chair: Sue B. Casper <br /> Vice-Chair: Carolyn B. Carpenter <br /> Commissioners: Jeffrey L. Barnhart <br /> Dr. Franklin C. Niblock, Jr. <br />Absent - Commissioner: Kenneth Mills <br /> <br />Chairman Casper called the meeting to order at 6:30 P.M. <br /> <br /> Brownie Troop 241 of Cannon School conducted the Flag Ceremony. Troop <br />members participating in the ceremony were Jessie Robbins, Hannah Kerr, <br />Rachael Andrews, Courtney Snead, Christine Nolin, Rebecca Nolin, Rebecca <br />Kinney and Brianna Kunze. <br /> <br /> The invocation was given by Reverend John P. Poole of St. Peters <br />Lutheran Church. <br /> <br />Approval or Correction of Minutes <br /> <br /> UPON MOTION of Commissioner Niblock, seconded by Commissioner Carpenter <br />and unanimously carried, the minutes of October 19, 1998 were approved as <br />written. <br /> <br />ADproval of the Aqenda <br /> <br /> Mr. Hartsell asked that the Board add the consideration of the purchase <br />of property adjacent to the Senior Center as part of Item E-9 (L.I.F.E. <br />Center Construction Funding Assistance Request). The Board had previously <br />authorized condemnation of a portion of this property to provide access to <br />Lenmore Drive. <br /> <br /> Mr. Clifton stated that ratification of the Ground Lease Agreement for <br />the L.I.F.E. Center (Item D-I) would be as to form only. Attachments will be <br />added prior to execution of the Lease. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner <br />Carpenter and unanimously carried, the Board approved the Agenda as amended. <br /> <br />RECOGNITIONS AND AWARDS <br /> <br />Recoqnition of Lieutenant Joseph A. Cook and Lieutenant C. E. Russell on <br />their Retirement from the Cabarrus County Sheriff's Department <br /> <br /> Sheriff Robert Canaday recognized Lieutenant Joseph A. Cook and <br />Lieutenant C. E. Russell who retired from the Sheriff's Department effective <br />October 30, 1998. Lieutenant Cook began work with the Department on August <br />1, 1973; and Lieutenant Russell began work on March 17, 1973. <br /> <br /> On behalf of the Board, Commissioner Carpenter presented a plaque to <br />Lieutenant Cook and to Lieutenant Russell in appreciation for their service <br />to Cabarrus County and its citizens. <br /> <br />CONSENT AGENDA <br /> <br />UPON MOTION of Commissioner 'Barnhart, seconded by Commissioner <br />Carpenter and unanimously carried, the Board removed Item D-1 (Ratification <br />of the Ground Lease Agreement for the Construction of the New L.I.F.E. <br />Center) from the Consent Agenda for discussion. <br /> <br />Budqet Amendment - N.C. DeDartment of TransDortation Reimbursement for Road <br />Construction at Rocky River Elementary School <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner <br />Carpenter and unanimously carried, the Board approved the following budget <br />amendment. <br /> BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF FINANCE <br />AMOUNT: $50,000.00 <br />TYPE OF ADJUSTMENT: Supplemental Request <br /> <br /> <br />
