88 <br /> <br /> Commissioner Barnhart questioned the security of information concerning <br />those residents or business owners who have alarm systems. Mr. Clifton <br />suggested that Mr. Hartsell research the privacy issues related to the <br />information the County may have about alarm systems in the county prior to <br />the second reading of the ordinance. <br /> <br /> At 8:35 P.M., Chairman Casper opened the public hearing concerning the <br />proposed Cabarrus County Alarm Ordinance. The Notice of the Public Hearing <br />was published in THE INDEPENDENT TRIBUNE and THE CHARLOTTE OBSERVER (Cabarrus <br />Neighbors) on October 29, 1998. <br /> <br /> Kannapolis Police Chief Paul Brown spoke in support of the proposed <br />Ordinance, stating one out of 10 calls in Kannapolis is a false alarm. He <br />stated the Ordinance would promote a greater level of responsibility of alarm <br />users, proper maintenance of equipment and help to insure that persons know <br />how to operate the system. <br /> <br /> Sheriff Robert Canaday supported the proposed Ordinance, stating he <br />helped prepare the Ordinance using a model ordinance from the Burglar and <br />Fire Alarm Association. <br /> <br /> There was no one else who wished to address the Board, and Chairman <br />Casper closed the public hearing. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner <br />Carpenter and unanimously carried, the Board adopted on first reading the <br />Cabarrus County Alarm Ordinance to be effective on March 1, 1999. The <br />Ordinance is on file in the Office of the County Manager and hereby included <br />by reference as a part of the minutes. The Ordinance will be presented for a <br />second reading in December. <br /> <br />L.I.F.E. Center Construction Funding Assistance Request - Mr. Alex Rankin, <br />LIFE Center Building Committee Co-Chair <br /> <br /> Mr. Alex Rankin, L.I.F.E. Center Building Committee Co-Chair, requested <br />funding assistance'from the County to help meet the $360,000.00 shortfall in <br />funding for the new L.I.F.E. Center to be constructed on County property. <br />The Capital Campaign raised approximately $1,462,000.00 of the total <br />construction costs of approximately $1,822,000.00. Mr. Rankin asked for <br />County assistance in either of two ways: (1) A grant that would match dollar <br />for dollar any new monies raised up to a total grant of $180,000.00 with the <br />monies raised and the matching grant to total $360,000.00; or (2) The County <br />would agree to loan the L.I.F.E. Center the monies necessary to finish <br />construction of the facility and allow the Program to repay the County over <br />an extended period. <br /> <br /> There was discussion about the two options, including legality, the <br />continuing increase in construction costs and efforts by the organization to <br />raise the additional funds. The Board asked the County Manager and County <br />Attorney to work with Mr. Rankin in putting together specific information <br />regarding all aspects of the two options. A meeting will be held later this <br />month to consider this information. <br /> <br />Approval of Purchase of Land Adjacent to the Senior Center Property <br /> <br /> Mr. Hartsell reported that the landowner had agreed to sell for <br />$10,000.00 the right-of-way lot for which the Board had previously authorized <br />condemnation. Also, the owner had agreed to sell adjacent property at a <br />price of $10,000.00. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner <br />Carpenter and unanimously carried, the Board authorized the purchase from Coy <br />Ballard of three parcels located on Lenmore Drive adjacent to the Senior <br />Center property at a cost of $20,000.00 and approved the appropriation of <br />funds for this purchase. <br /> <br />Construction of a Fiber Optic Cable Network Connecting Local High Schools, <br />Rowan-Cabarrus Community College and UNCC <br /> <br /> Mr. John Day, Deputy County Manager for Operations, introduced the <br />proposal to construct a fiber optic cable network connecting the local high <br />schools, Rowan-Cabarrus Community College and the University of North <br />Carolina at Charlotte. The cost of the network is $162,500.00, payable in <br />five annual interest-free installments of $32,500.00 beginning after <br />construction is complete. <br /> <br /> <br />
