The Agreement, which is <br />pursuant to the Cabarrus County Industrial Development Incentive Program, and <br />Exhibits are on file in the Office of the County Manager and hereby included <br />by reference as a part of the minutes. <br /> <br />Consideration of a Request for an Industrial Incentive Grant for Builders' <br /> <br />Supply & Lumber Co., Inc. - Public Hearinq - 6:30 P.M. <br /> <br /> Mr. Maurice Ewing introduced the request for an industrial incentive <br />grant by Builders' Supply & Lumber Co., Inc. The company is currently <br />located in the Harrisburg area and plans to relocate to a nearby rail site. <br /> <br /> Mr. Todd Vance, Location Manager of Builders' Supply & Lumber (BSL) in <br />Harrisburg, reviewed the history and operation of the company and plans to <br />relocate and construct a rail spur at a nearby site. Mr. Vance explained <br />that BSL sells only to builders and commercial operations and the new rail <br />spur will enable the company to ship and receive its products by rail. <br />According to Mr. Vance, the cost of the proposed project is estimated at $7 <br />million and the company expects to have 200 employees in five years. He <br />pointed out the current project does not include a wall panel and roof truss <br />plant to be built on the new site at some time in the future. <br /> <br /> At 8:16 p.m., Chairman Casper opened the public hearing on the proposed <br />industrial incentive grant for BSL and asked if any one wished to address the <br />Board regarding this issue. The Notice of Public Hearing was published in <br />THE INDEPENDENT TRIBUNE on November 4, 1998 and in THE CHARLOTTE OBSERVER <br />(Cabarrus Neighbors) on November 5, 1998. <br /> <br /> There was no one present to address the Board, and Chairman Casper <br />closed the public hearing. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Niblock <br />and unanimously carried, the Board approved the Agreement among Cabarrus <br />County, the Town of Harrisburg and Builders' Supply and Lumber Co., Inc. <br />(BSL) for an industrial incentive grant to BSL for the development of a new <br />facility totaling approximately $7 million. The Agreement, which is pursuant <br />to the Cabarrus County Industrial Incentive Program, and the Exhibits are on <br />file in the Office of the County Manager and hereby included by reference as <br />a part of the minutes. <br /> <br />Road Name Chanqe - Unnamed Road to Critter Court - Public Hearinq - 6:30 P.M. <br /> <br /> At 8:20 P.M., Chairman Casper opened the public hearing for the naming <br />of an Unnamed Road to critter Court and asked if anyone wished to speak <br />regarding the proposed road name change. Mr. Mike Byrd, Transportation <br />Planner, stated in a Memorandum dated November 9, 1998, that the required <br />signs were posted on the road stating the name under consideration. <br /> <br /> There was no 'one present to address the Board, and Chairman Casper <br />closed the public hearing. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by <br />Carpenter and unanimously carried, the Board approved the <br />Unnamed Road (Petition 98-01) to Critter Court. <br /> <br /> Commissioner <br />naming of an <br /> <br />Proposed Cabarrus County Alarm Ordinance - Public Hearinq - 6:30 P.M. <br /> <br /> Mr. Mike Downs, Director of Development Services, introduced the <br />proposed Cabarrus County Alarm Ordinance to regulate the residential, <br />commercial and industrial alarm systems operating within the unincorporated <br />area of the County and to help reduce the number of false alarms. The <br />municipalities within the county will be asked to adopt the ordinance, and <br />the Development Services/Emergency Management Office will be the <br />administrator of the ordinance for the county and the municipalities, <br />including the Kannapolis portion of Rowan County. He asked that the Board <br />establish an effective date of March 1, 1999 for the Ordinance. <br /> <br /> <br />
