86 <br /> <br /> At 7:43 p.m., Chairman Casper opened the public hearing concerning the <br />proposed Agreement. The Notice of Public Hearing was published in THE <br />INDEPENDENT TRIBUNE on November 4, 1998, and in THE CHARLOTTE OBSERVER <br />(Cabarrus Neighbors) on November 5, 1998. <br /> <br /> Ms. Marilyn Barnhardt stated opposition to incentive packages to <br />businesses. She complained that the incentives allow businesses not to pay <br />their full property tax. <br /> <br /> There was no one else to address the Board, and Chairman Casper closed <br />the public hearing at 7:45 p.m. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner <br />Carpenter and unanimously carried, the Board deferred action on the <br />commercial/retail incentive grant for Fourth Quarter Properties IV, Inc. <br />(Agenda Item E-2) . <br /> <br />Consideration of a Request for a Commercial/Retail/Tourism Development <br /> <br />Incentive Grant for the Development of the "Concord Marriott" Project - <br />Public Hearinq - 6:30 P.M. <br /> <br /> Mr. Clifton reported the "Marriott" name had been deleted from the <br />proposed commercial/retail/tourism development incentive grant agreement. He <br />distributed copies of a revised incentive agreement showing corrections of <br />terminology and including the name of the new holding company, King's Grant <br />Conference Hotel, LLC, as the developer of a commercial hotel and conference <br />center project. <br /> <br /> Mr. Bill Burk, President of Landex, stated that Burroughs and Chapin <br />and Interstate Combined Venture had created a limited liability corporation <br />for the development of the commercial hotel and conference center project. <br />He explained that Marriott has not yet signed onto the project but is the <br />most likely and best-qualified hotel operator for the conference center. <br /> <br /> Mr. Clifton advised that the Tourism Authority is continuing <br />negotiations for the purchase of property for an exhibition hall. He pointed <br />out the Incentive Agreement would not bind the Tourism Authority to buy the <br />land or to build on it after purchase. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Niblock <br />and unanimously carried, the Board approved the Incentive Grant Agreement for <br />the King's Grant Conference Center Hotel, LLC, pursuant to the <br />Hotel/Conference Center Development Addendum to the Cabarrus County <br />Commercial/Retail Development Incentive Grant Program. Parties to the <br />Agreement were Cabarrus County, the City of Concord, the Cabarrus County <br />Tourism Authority and King's Grant Conference Hotel, LLC. The Agreement and <br />Exhibits are on file in the Office of the County Manager and hereby included <br />by reference'as a part of the minutes. <br /> <br />Consideration of a Request for an Industrial Incentive Grant for The BOC <br />Group, Inc. - Public Hearinq - 6:30 P.M. <br /> <br /> Mr. Maurice Ewing, President of the Cabarrus Economic Development <br />Corporation, introduced Mr. Pete Garrow, Director of Real Estate for British <br />Oxygen Corporation (BOC) . The BOC Group plans to develop a project in the <br />Midland area on property adjacent to the new Corning facility. The City of <br />Concord approved the water line portion of the project at its last meeting. <br /> <br /> Mr. Pete Garrow of BOC Gases presented informati6n about the company, . <br />stating BOC is a world leader in the manufacture and supply of industrial <br />gases and gas handling technologies. He stated the Midland facility would <br />produce non-hazardous gases such as nitrogen, oxygen and argon and would <br />supply products to Corning Glass as well as other industries in the area. <br />According to Mr. Garrow, the proposed project represents a $31 million <br />investment by BOC in Cabarrus County and would create 30 full-time jobs at an <br />annual salary of approximately $35,000.000. <br /> <br /> At 8:08 p.m. Chairman Casper opened the public hearing on the proposed <br />industrial incentive grant for The BOC Group and asked if anyone wished to <br />address the Board. The Notice of Public Hearing was published in THE <br />INDEPENDENT TRIBUNE on November 4 and in THE CHARLOTTE OBSERVER (Cabarrus <br />Neighbors) on November 5, 1998. <br /> <br /> Ms. Marilyn Barnhardt opposed the industrial incentive grant, stating <br />incentives were not needed to attract businesses to Cabarrus County. <br /> <br /> <br />
