90 <br /> <br />Proposed Legislative Changes: <br />(1) 2(b) Terms of Office: Except as otherwise provided in the schedule set <br /> forth below, the term of office for each member of the Authority shall be <br /> for three years with a limit of six consecutive years. <br /> <br />(2) Establishment, <br /> <br />Appointment and Duties of Cabarrus County Tourism <br />Authority: <br /> Seats 1, 4 and 7 shall be selected by the board at large and shall <br /> include one member of the board and/or the Cabarrus County Manager, and <br /> at least one appointee who is currently active in the promotion of <br /> travel and tourism in Cabarrus County. <br /> Seats 2, 5, and 8 shall be appointed by the board from a list of at <br /> least three (3) recommendations submitted by the current Tourism <br /> Authority Board. Ail appointees shall be currently active in the <br /> promotion of travel and tourism in Cabarrus County and at least one <br /> appointee shall own or be employed by a Cabarrus County hotel. <br /> Seats 3, 6 and 9 shall be appointed by the board from a list of at <br /> least three (3) recommendations submitted by the Cabarrus Regional <br /> Chamber of Commerce and shall include two appointees who are currently <br /> active in the promotion of travel and tourism in Cabarrus County. <br /> <br />Request for New Tax Clerk Position for Tax Assessor's office - Mr. Blair <br /> <br />Bennett <br /> <br /> Mr. Blair Bennett, Deputy County Manager who is serving as Interim Tax <br />Assessor, outlined the need for a new Tax Clerk position to be dedicated to <br />working on mobile homes in the county. The employee would track the 4,200 <br />singlewide mobile homes in 90 parks and approximately 2,200 single and <br />doublewides on lots throughout the county as well as be crosstrained in other <br />areas. Mr. Bennett estimated the position's annual salary and benefit cost at <br />approximately $25,000.00. <br /> <br /> UPON MOTION of Chairman Casper, seconded by Commissioner Niblock and <br />unanimously carried, the Board approved the request for a new Tax Clerk <br />position in the Tax Assessor's office. <br /> <br />Assumption of Grounds Maintenance Responsibilities at School Properties - <br />Award of Bids for Turf Improvements and Mowinq Services - Mr. John Day <br /> <br /> Mr. John Day, Deputy County Manager for Operations, outlined the <br />proposal to assume grounds maintenance responsibilities for all school <br />properties in the county. The FY 1999 Budget included an appropriation of <br />$466,324.00 for this purpose. He discussed the pros and cons of hiring <br />private contractors and/or performing this work in-house.
