Exp. <br /> <br />Increase Decrease <br /> <br />7,000.00 <br />7,000.00 <br /> <br />Revised <br />Budqet <br />7,000.00 <br /> <br />7,000.00 <br /> <br />ADDroval of Noise Permit for January 9, 1999 <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Privette and <br />unanimously carried, the Board approved a noise permit for January 9, 1999 <br />from 7:00 p.m. to 11:00 p.m. as requested by Shaun Cawley for an event at <br />3835 Hempstead Court, Concord, NC, with the understanding the noise level <br />will be lowered immediately if any complaints are received by the Sheriff's <br />Department during the event. <br /> <br />NEW BUSINESS <br /> <br />Expanded Employee Druq Testinq Policy <br /> <br /> Commissioner Fennel asked that the following change be made on Page 7 <br />of the proposed Drug-Place Workplace Policy. <br /> <br />V. Authority to Test Employees <br /> <br /> D. 2. Any employee operating a vehicle owned by the County or <br />a personal vehicle which is used as a major part of his/her work, <br />who ~- ~ .... ~ ~ ~ ~ ~"~ ~ has a traffic accident or <br />violation while performing his/her duties as a county employee. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the Cabarrus County Drug-Free <br />Workplace Policy to be effective April 1, 1999 with the Section V.D.2. to <br />read as follows: Any employee operating a vehicle owned by the County or a <br />personal vehicle which is used as a major part of his/her work who has a <br />traffic accident or violation while performing his/her duties as a county <br />employee. The Policy as adopted as the Board is as follows: <br /> <br /> CABARRUS COUNTY <br />DRUG-FREE WORKPLACE POLICY <br /> <br />II. <br /> <br />General Statement of Policy <br />A. It is the policy of Cabarrus County that the workplace shall be <br /> free of the presence of alcoholic beverages or unlawful <br /> controlled substances and that employees shall perform their job <br /> assignments safely, efficiently, and without the adverse <br /> influence of alcohol or controlled substances. This policy shall <br /> govern each employee (1) during work hours, (2) while on any <br /> property owned or leased by Cabarrus County, (3) at any time <br /> during which the employee is acting in the course and scope of <br /> his or her employment with Cabarrus County, and/or (4) at any <br /> other time that the employee's violation of this policy has a <br /> direct and adverse effect upon the performance of his or her job. <br />B. All employees should be aware of the harmful effects and dangers <br /> of the use and abuse of alcohol and controlled substances in the <br /> workplace. Employees working under the influence of alcohol or <br /> controlled substances: <br /> 1. May create unsafe conditions for themselves and others; <br /> 2. May perform unsatisfactorily and adversely affect the <br /> performance of others; and <br /> 3. May discredit Cabarrus County and cause disrespect for the <br /> employee, the County and other citizens whom we serve. <br />Prohibited Acts <br />A. The County prohibits the unlawful manufacture, distribution, <br /> dispensation, possession, or use of any alcoholic beverage or any <br /> narcotic drug, hallucinogenic drug, amphetamine, barbiturate, <br /> marijuana, or any other controlled substance as defined in <br /> schedules I through V of Section 202 of the United States <br /> Controlled Substances Act, at 21 U.S.C. § 812, and as further <br /> defined in federal regulations at 21 C.F.R. §§1308.11 through <br /> <br /> <br />
