263 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, April 21, 1997, at 6:30 P.M. <br /> <br />Present - Chairman: Sue B. Casper <br /> Vice-Chairman: Carolyn B. Carpenter <br /> Commissioners: Jeffrey L. Barnhart <br /> Kenneth Mills <br /> Franklin C. Niblock, Jr. <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. Fletcher <br />L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Casper called the meeting to order at 6:30 P.M. <br /> <br /> Girl Scout Junior Troop 492 of the Rocky River Presbyterian Church <br />conducted the Presentation of Colors ceremony. Scouts Wendy Haynes, Brittany <br />Hobday, Jennifer Hunter, stephanie Zimmer and Alicia Aeby participated in the <br />ceremony. <br /> <br />Commissioner Barnhart gave the invocation. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Carpenter <br />and unanimously carried, the minutes of February 19, February 27 and March 17, <br />1997 were approved as written. <br /> <br />Approval of Agenda <br /> <br /> Commissioner Mills requested that discussion concerning a possible <br />moratorium on residential building permits be added to the agenda. Chairman <br />Casper asked that this discussion occur in conjunction with her report on a <br />recent legislative trip to Raleigh. There was general consensus to add this <br />discussion to the Reports section of the Agenda. <br /> <br /> Mr. Hartsell asked that Item 14 (Closed Session) be expanded to include <br />pending litigation concerning Philip Morris and the Lake Concord project and to <br />discuss the location of an economic development project in Cabarrus County. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Carpenter <br />and unanimously carried, the agenda was approved with the requested changes to <br />Item 14 (Closed Session). <br /> <br />NEW BUSINESS CONSENT <br /> <br />Appointments - Fire Protection District Commissioners <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Mills and <br />unanimously carried, the Board approved the appointment of the following Fire <br />Protection District Commissioners as submitted by the respective fire districts <br />for terms of two years ending March 31, 1999. <br /> <br />Allen - Mike Faggart, Ralph Honeycutt, John Campbell <br />Cold Water - James H.
