275 <br /> <br />Resolution ApprovinS the Revised Memorandum of Understanding Changing the Lead <br />Planning Agency of the Cabarrus - South Rowan Urban Area Metropolitan Plannin~ <br />Organization <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Mills and <br />unanimously carried, the Board adopted the following Resolution. <br /> <br />RESOLUTION <br /> <br />Resolution No. 1997-11 <br /> <br /> The following resolution was offered by Commissioner Carpenter <br />and seconded by Commissioner Mills and upon being put to a vote was <br />carried unanimously on the 21st day of April, 1997. <br /> <br /> THAT WHEREAS, it is recognized that the proper movement of <br />travel within and through the Kannapolis-Concord urban area is a <br />highly desirable element of a comprehensive plan for the orderly <br />growth and development of the area; and <br /> <br /> WHEREAS, there are a number of governmental jurisdictions <br />within the Kannapolis-Concord urban area which have been authorized <br />implementation and regulatory responsibilities for transportation by <br />North Carolina General Statutes; and <br /> <br /> WHEREAS, it is desirable that a coordinated, comprehensive and <br />cooperative transportation planning process be maintained in the <br />Kannapolis-Concord urban area to insure that the transportation <br />system is maintained on an efficient and economical basis <br />commensurate with the public health, safety and welfare; and <br /> <br /> WHEREAS, a Memorandum of Understanding between the City of <br />Kannapolis, City of Concord, Town of China Grove, Town of Landis, <br />Town of Harrisburg, Cabarrus County, Rowan County, and North <br />Carolina Department of Transportation has been prepared that sets <br />forth the responsibilities and working arrangements for maintaining <br />a continuing, comprehensive and cooperative transportation planning <br />process; <br /> <br /> NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF <br />THE COUNTY OF CABARRUS, NORTH CAROLINA, <br /> <br /> that the Memorandum of Understanding between the City of <br />Kannapolis, City of Concord, Town of China Grove, Town of Landis, <br />Town of Harrisburg, Cabarrus County, Rowan County, and North <br />Carolina Department of Transportation, AGREEMENT NO. 4-14-97, be <br />approved and that the Chairman of the Board of Commissioners and the <br />Clerk of Cabarrus County are hereby directed to execute the <br />Memorandum of Understanding. <br /> <br />Resolution Approving the Request by the Piedmont Area Mental Health~ Mental <br />Retardation and Substance Abuse Authority to Purchase Property to Construct an <br />Area Administration Office <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Mills and <br />unanimously carried, the Board adopted the following Resolution. <br /> <br />RESOLUTION NO. 1997-12 <br /> <br />RESOLUTION <br /> <br /> WHEREAS, North Carolina General Statute Section 122C-147(c) <br />allows Area Mental Health Authorities to hold title to real property <br />with the approval of the County Commission; and <br /> <br /> WHEREAS, Piedmont Area Mental Health, Mental Retardation, and <br />Substance Abuse Authority has sufficient one time funds to purchase <br />property for an Area Administration office. <br /> <br /> NOW, THEREFORE, the Cabarrus County Board of Commissioners <br />approves the Purchase of Lots 11 and 12 of LePhillip Park, Map Book <br />18, Page 31, Cabarrus County Registry, City of Concord, No. 12 <br />Township, Cabarrus County, North Carolina by the Piedmont Area <br />Authority for one hundred sixty five thousand dollars ($165,000) and <br /> <br /> <br />
