367

Presentation by Mtddleton Homeowners

Mr. Chris Eaton of 8444 Middleton Circle, Harrisburg, addressed the Board
regarding stormwater flooding and related safety concerns in the Middleton
Subdivision and surrounding area. He reported a minimum of three instances
during the past eight years where floods have reached or exceeded the 100-year
flood line. Mr. Eaton further advised that a majority of the flooded homes were
purchased prior to the remapptng of the flood plain in 1993-94. He listed the
two primary causes of flooding as accumulation of debris in Back Creek and
increased development in the watershed in Cabarrus and Mecklenburg counties.

Mr. James Miller of 8437 Middleton Circle, Harrisburg, discussed possible
solutions for the flooding problems. These solutions included the removal of
debris from the creek along with longer term solutions of developing and funding
a maintenance plan to keep the creeks and drainage areas debris free, increasing
storm water storage areas on Back Creek and developing new growth regulations to
slow the flow of water into the creek. In conclusion, Mr. Miller requested the
Board to take the following action: (1) Begin to investigate the cleaning of the
creek; (2) Begin to look at new regulations and action items listed in the August
6, 1997 memorandum by County Manager Frank Clifton; and (3) Appoint an individual
to serve as contact person for the Middleton residents and other concerned
citizens.

Chairman Casper thanked the Middleton residents for coming to the meeting
and acknowledged their concerns. She explained the issue is a multi-
jurisdictional problem and stated the Board does not have a solution at this
time. However, she advised that approval of the proposed Soil Erosion and
Sedimentation Control Ordinance is the first step in perhaps a long term
resolution to the problem.

Commissioner Mills recommended that Vice-Chairman Carpenter serve as the
contact person for the Middleton residents. Also, Vice-Chairman Carpenter
suggested that the Board begin investigations to determine the cost of cleaning
the creek in the Middleton area.

Chairman Casper advised that the Board will study the Middleton flooding
problem to decide exactly how to approach the issue.

Appointments Library Board of Trustees

UPON MOTION of Commissioner Niblock, seconded by Commissioner Carpenter and
unanimously carried, the Board reappointed Ms. Libby Morrison (Mt.
