Bonds <br />Clerk to the Board <br /> <br />Adoption of Ambulance Franchise Ordinance Revision (Chapter 82~ Code of <br />Ordtnances~ <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Mills and <br />unanimously carried, the Board. adopted the following Ambulance Franchise <br />Ordinance revision. <br /> <br />Ordinance No. 1997-13 <br /> <br />BE IT ORDAINED that section 82-53 of the Code of Ordinances, <br />Cabarrus County, North Carolina, is hereby amended to read as <br />follows: <br /> <br />Sec. 82-53. Hearing, investigation, standards for granting. <br />(a) Upon receipt of an application for a franchise, the board shall <br /> schedule a time and place for a hearing on the application. <br />(b) The county shall, prior to the hearing, cause such investigation as <br /> is deemed necessary to be made of the applicant and its proposed <br /> operations. <br />(c) A franchise shall may be granted if the board finds all of the <br /> following: <br /> (1) The public convenience and necessity requires the proposed <br /> ambulance service. <br /> (2) Each such ambulance and its required equipment have been <br /> certified by the state as acceptable for the type of franchise <br /> requested. <br /> (3) The applicant or its officers or partners are responsible <br /> persons to conduct or work in the proposed business. <br /> (4) Only duly certified emergency medical technicians are employed <br /> as operators and attendants by applicants for an ambulance <br /> service franchise. <br /> (5) That all the requirements of this article and all other <br /> applicable laws and ordinances have been met. <br /> (Ord. of 9-4-90, § 4) <br /> <br />Adopted this the 15th day of September, 1997 by the Cabarrus County Board <br />of Commissioners. <br /> <br />/s/ Sue B. Bonds, Clerk to the Board <br /> <br />Sheriff's Department - Tower Construction Bids Consideration of Award of Bid <br /> <br />to Motorola <br /> <br />The following Tower Construction bids were received on September 2, 1997. <br /> <br /> Company <br />Robinson Tower <br />Motorola <br />UNR-Rohn Mfg. <br />Pirod, Inc. <br /> <br />Bid Installation Time <br />$198,970.00 45 days <br />$130,000.00 75 days <br />$126,115.00 approx. 98 days <br />$205,566.00 45 days <br /> <br /> The Board received a Memorandum dated September 8, 1997 from Sheriff Robert <br />Canaday recommending the award of the bid to Motorola as the low bid contained <br />a caveat allowing for an increase in cost after construction has begun. Efforts <br />to negotiate a fixed total project cost with UNR-Rohn had failed. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Mills and <br />unanimously carried, the Board awarded the tower construction bid, subject to <br />finalization of a lease agreement between Cabarrus County and the Cabarrus County <br />Board of Education, to Motorola in the amount of $130,000.00 as the low bidder, <br />UNR-Rohn, had declined to commit to a total project cost until beginning <br />construction. <br /> <br /> <br />
