Bonds, Clerk to the Board <br /> <br />Local Law Enforcement Block Grant - Public Hearin8 - 7:00 P.M. <br /> <br /> Lieutenant Philip Patterson discussed the block grant award of <br />approximately $11,000.00 by the Department of Justice. Grant funds will be used <br />to implement a mobile data system for the Sheriff's Department. <br /> <br /> The notice of the public hearing was published in THE INDEPENDENT TRIBUNE <br />on September 4, 1997. <br /> <br /> Chairman Casper opened the public hearing at 8:15 P.M. and asked if anyone <br />wished to address the Board regarding this issue. <br /> <br /> Sheriff Robert Canaday and Ms. Marilyn Barnhardt spoke in support of the <br />acceptance of the grant. <br /> <br /> There was no one else who wished to address the Board, and Chairman Casper <br />closed the public hearing. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Carpenter <br />and unanimously carried, the Board approved the acceptance of the Local Law <br />Enforcement Block Grant from the Department of Justice. <br /> <br />Concord Mills Incentive Grant Agreement - Public Hearing - 7:00 P.M.j <br /> <br /> Mr. Hartsell briefly reviewed the proposed Concord Mills commercial/retail <br />incentive grant agreement. <br /> <br /> The notice of public hearing was published in THE INDEPENDENT TRIBUNE and <br />CHARLOTTE OBSERVER (CABARRUS NEIGHBORS) on August 31, 1997. <br /> <br /> Chairman Casper opened the public hearing at 8:20 P.M. and asked if anyone <br />wished to address the Board regarding the proposed agreement. There was no one <br />present to address the Board, and Chairman Casper closed the public hearing. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Mills and <br />unanimously carried, the Board approved the Incentive Grant Agreement by and <br />among Cabarrus County, the City of Concord, and Concord Mills Limited <br />Partnership. The Agreement as approved by the Board is on file in the Office of <br />the County Manager and hereby included by reference as a part of the minutes. <br /> <br />Zoning Text Amendment [Petition 97-04(T~ Relative to Watershed Overlay Zone] - <br />Public Hearin8 - 7:00 P.M. <br /> <br /> Mr. Marshall presented the proposed text amendment regarding the Watershed <br />Overlay Zone. <br /> <br /> Chairman Casper opened the public hearing at 8:22 P.M.
