409 <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Chairman Casper with <br />Commissioners Mills, Niblock and Barnhart and Chairman Casper voting for and <br />Commissioner Carpenter voting against, the Board set a public hearing for 7:00 <br />P.M. on Monday, November 17, 1997, to consider the following road name change <br />(Petition 97-04): Unnamed Road to England Road. <br /> <br />Resolution Requesting Re~tonal Distribution of the Small Cities Community <br />Development Block Grant Funds <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Chairman Casper with <br />Commissioners Mills, Niblock and Barnhart and Chairman Casper voting for and <br />Commissioner Carpenter voting against, the Board adopted the following <br />Resolution. <br /> <br /> WHEREAS, the State of North Carolina through its Department of <br />Commerce, Division of Community Assistance (DCA) receives Community <br />Development Block Grant (CDBG) funds annually for non-entitlement <br />communities (Small Cities) from the U.S. Department of Housing and Urban <br />Development (HUD); and <br /> WHEREAS, DCA awards these CDBG funds to eligible small cities and 98 <br />counties in North Carolina for housing, economic development, and <br />infrastructure activities that benefit low-moderate income households and <br />remove blighted conditions; and <br /> WHEREAS, in recent years the majority both in terms of the number of <br />grants awarded and the dollar amount of these CDBG funds have been <br />directed to communities in the Eastern portion of the State, leaving <br />Piedmont communities and their housing and public improvement needs unmet; <br />and <br /> WHEREAS, there are regional differences in climate, soil types, <br />economic resources, housing and construction costs, and political <br />philosophy between the mountain, piedmont, and eastern parts of the State <br />that need to be recognized by DCA when awarding CDBG funds; and <br /> WHEREAS, in order to recognize these regional differences and make <br />the CDBG program more equitable, DCA must make changes to its Small Cities <br />CDBG program. <br /> NOW, THEREFORE, BE IT RESOLVED that the Board of County <br />Commissioners for the County of Cabarrus requests that CDBG funds, <br />particularly those allocated to the Community Revitalization program, be <br />divided among the regions of the State, similar to those formed by the <br />North Carolina Housing Finance Agency and that the amount allotted per <br />region be based on the number of persons in poverty and the number of <br />substandard housing units. In this matter, each community would compete <br />within its region with communities sharing similar needs and resources for <br />a specific amount of CDBG funds. Bonds, Clerk to the Board <br /> <br />Budget Amendment Water and Sewer Utility Fund (Engineering Study) <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Chairman Casper with <br />Commissioners Mills, Niblock and Barnhart and Chairman Casper voting for and <br />Commissioner Carpenter voting against, the Board approved the following budget <br />amendment. <br /> <br />DEPARTMENT OF WATER AND SEWER UTILITY FUND <br />AMOUNT: $80,000.00 <br />TYPE OF ADJUSTMENT: Internal Transfer Within Department <br />PURPOSE OF REQUEST: To transfer funds to reimburse the Water and Sewer Authority <br />for an engineering study associated with water line construction. <br /> <br /> <br />
