414 <br /> <br />Presentation Relative to SoilErosion and Sedimentation Control - Mr. David Ward <br /> <br />of the Department of Envtronment~ Health and Natural Resources <br /> <br /> Mr. Mel Nevils, Chief of the Land Quality Section of the North Carolina <br />Department of Environment, Health and Natural Resources (DEHNR), discussed the <br />State sedimentation control program and the delegation of authority to Cabarrus <br />County for a local program. Mr. Nevils introduced the following DEHNR staff who <br />will be working with County staff: Mr. David Ward; Mr. Doug Miller (Regional <br />Engineer); and Mr. Tony Johnson (Regional Inspector). <br /> <br />Welfare Reform - Approval of Program County Designation Mr. Jim Cook <br /> <br /> Mr, Jim Cook, Social Services Director, discussed the selection of the <br />"standard" or "electing" (pilot) program designation for the County's public <br />assistance program for FY 1999. He recommended that Cabarrus County request the <br />Electing Program designation subject to the collection and analysis of additional <br />information. Staff will present further information, including a proposed <br />program plan and cost analysis, to the Board in December. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Niblock and <br />unanimously carried, the Board voted to request the State to designate Cabarrus <br />County as an Electing Program County subject to receiving additional information <br />from staff. <br /> <br />Appointments Community Based Alternatives Task Force <br /> <br /> Commissioner Carpenter nominated the following persons for <br />appointment/reappointment to the Community Based Alternatives Task Force as <br />recommended by the Task Force: <br /> <br />(1) <br /> <br />(2) <br /> <br /><3) <br /> <br /><4> <br /> <br />Appoint Meretle H. Wilson, Ed Barron and Valerie Melton for terms of <br />three years ending June 30, 2000; <br />Reappoint Stephanie Bennick and Letitia S. Harris for terms of three <br />years ending June 30, 2000. <br />Appoint Rebekah Williamson (Youth Representative) to fill a vacant <br />position with a term ending June 30, 1998. <br />Appoint Teresa Small to fill the vacancy created by the resignation <br />of Captain Bill Gilmore. Term will end on June 30, 1999. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Casper and <br />unanimously carried, the Board moved that nominations be closed and the <br />appointments (as listed above) be accepted by acclamation. <br /> <br />Consideration of Current Upset Bid on County Property <br /> <br /> Mr. Clifton reviewed the upset bid process for the 4.754± acres of County <br />property at the intersection of Highway 601 Bypass and Gabarrus Avenue. The <br />current upset bid is from Cedar Corporation in the amount of $1,575,050.00. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Mills and <br />unanimously carried, the Board accepted the latest upset bid from Cedar <br />Corporation, LLG, and authorized advertisement of the bid subject to receipt of <br />the bid deposit. <br /> <br />Assignment of Emergency Management Administrative Responsibility to County <br />Manager / Adoption of Revisions to Ordinance ~Chapter 22~ Code of Ordinances) <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Mills and <br />unanimously carried, the Board assigned the Emergency Management administrative <br />responsibility to the County Manager and adopted the following amendments to the <br />Code of Ordinances. <br /> Ordinance No. 1997-19 <br /> <br />BE IT ORDAINED that the following portions of Sections 22-27, 22-28, 22-30, 22- <br />31, 22-32, and 22-33 of the Code of Ordinances, Cabarrus County, North Carolina, <br />are hereby amended to read as follows: <br /> <br />ARTICLE II.
