425

Resolution Endorsing the Reorganization and Restructuring of the Internal Revenue
Service

UPON MOTION of Commissioner Barnhart, seconded by Commissioner Niblock and
unanimously carried, the Board adopted the following Resolution as submitted by
Union County.
RESOLUTION NO. 1997-29

RESOLUTION
ENDORSING THE REORGANIZATION AND RESTRUCTURING
OF THE INTERNAL REVENUE SERVICE

WHEREAS, the United States of America was founded on the rights
of its citizens and the premise that all persons are innocent until
proven guilty; and
WHEREAS, testimony by employees of the IRS at the Senate Finance
Committee Oversight Hearing revealed an agency that has lost its
original vision and now believes it may be permissible to mislead
the public as long as it accomplishes the goals and mission of the
agency, and to treat taxpayers with an arrogant and indifferent
manner; and
WHEREAS, Americans have watched with disdain in recent weeks as
hearings in the Senate and House have uncovered dozens of documented
instances of gross incompetence, harassment, and abuse of authority
by agents of the IRS; and
WHEREAS, the current IRS system appears to be grossly
inefficient and out-of-control and needs to be reformed as evidenced
by over $4 billion wasted on a computer system over the last 11
years that has been discarded.
NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board
of Commissioners endorses the reorganization and restructuring of
the Internal Revenue Services and encourages its legislators to vote
to thoroughly and completely overhaul the IRS management structure
to assure that the US Taxpayer receives high quality, courteous and
professional service from the IRS.
BE IT FURTHER RESOLVED that copies of this resolution shall be
transmitted to its legislators, the North Carolina Association of
County Commissioners and the National Association of Counties.
Adopted this 17th day of November, 1997.

ATTEST:
/s/ Frankie F. Bonds

/s/ Sue B. Casper

Sue B. Casper, Chair

Frankie F. Bonds, Clerk to the Board

NEW BUSINESS

Proposed Resolution Regarding Ballot Initiatives on the One Percent (1%) Local
Option Sales Tax and One Percent (1%~ Local Option Land Transfer Tax to be
Dedicated to School Gonstruction and Debt Service - Setting a Public Heartn~

Chairman Casper advised the large number of persons present for the meeting
that the Board would not be voting on the land transfer taxation issue at this
meeting as many people had been led to believe. She explained that the Board
would set a date for a public hearing to receive input about a referendum to
allow the public to vote on a proposed one cent sales tax and one percent land
transfer tax.

There was discussion regarding the information distributed by Realtors
through direct mailings and newspaper advertisements in opposition to a land
transfer tax. These advertisements created a widespread misunderstanding of the
issue especially among senior citizens.

UPON MOTION of Commissioner Barnhart, seconded by Commissioner Niblock and
unanimously carried, the Board set a public hearing for 6:30 P.M. on Thursday,
December 4, 1997, at the Cabarrus County Senior Center to receive public input
regarding a referendum on an additional one cent local sales tax and a one
percent local property transfer tax for school construction and renovation.
