Bid Award - Parks and Recreation 1995-96 Playground Equipment Bid The following bids were received on January 9, 1996 for the 1995-96 Playground Equipment. Basnight and Associates $39,318.00 Pegg Recreation No Bid UPON MOTION of Commissioner Fennel, seconded by Commissioner Mills and unanimously carried, the Board awarded the 1995-96 Playground Equipment bid to Basnight and Associates in the amount of $39,318.00 for equipment to be purchased for the following schools: Aycock Elementary, Bethel Elementary, Winecoff Elementary and Harrisburg Elementary. Athletic Fields Complex Proposal by the Parks and Recreation Commission/Budget Amendment Mr. Tom Lewis, Chairman of the Cabarrus County Parks and Recreation Commission, presented the athletic fields complex proposal to construct in priority Frank Liske Park (Phase I) $387,922.00, W. W. Flowe (Phase I) - $389,693.00 and Frank Liske Park (Phase II) $199,919.00. On behalf of the Park Commission, Mr. Lewis requested County funding for the professional design and civil engineering services for Frank Liske Park Phase I ($12,144.00) and W. W. Flowe Park Phase I ($14,294.00). Plans are to utilize Cabarrus County Landfill employees and equipment for ground clearing and grading of the proposed facilities. Also, Youth Soccer officials will seek private funding sources to construct the soccer complex at Frank Liske Park. UPON MOTION of Commissioner Niblock, seconded by Commissioner Fennel and unanimously carried, the Board approved the request by the Parks and Recreation Commission as set forth in Agenda Item 8 to fund the professional design and civil engineering services for Frank Liske Park, Phase I ($12,144.00) and W. W. Flowe Park Phase I ($14,294.00) and adopted the following budget amendment appropriating $26,438.00 for the work. Present Approved Revised Account No. Budget Increase Decrease Budget 01-9-81-10-155 $ 1,000.00 $26,438.00 $27,438.00 Consultants 01-9-19-10-660 $ 108,805.09 $26,438.00 $82~,367.09 Contingency Presentation of the Cabarrus County Transportation Development Plan Mr. Mike Byrd introduced discussion of the updated Cabarrus County Transportation Development Plan (TDP). The Transportation Advisory Board adopted the Plan on December 5, 1995. Mr. Mike Rose of the Centralina Council of Governments presented a general overview of the updated TDP. He outlined the following four service delivery alternatives: (1) Continue with current system; (2) Turn the program over to one of the human service agencies; (3) Create a private non-profit agency; (4) Modify the current system using grant funds to hire a full-time coordinator. According to Mr. Rose, the Advisory Board had voted to recommend the hiring of the full- time coordinator to be assigned to the Planning Department. In conclusion, Mr. Rose explained that the TDP lays a foundation for transportation services and can be modified. The motion by Commissioner Mills to accept the Transportation Development Plan as written in principle contingent upon the fact that the County is not locked into hiring a full-time transportation coordinator died for lack of a second.
