Bid Award - Parks and Recreation 1995-96 Playground Equipment Bid <br /> <br /> The following bids were received on January 9, 1996 for the 1995-96 <br />Playground Equipment. <br /> Basnight and Associates $39,318.00 <br /> Pegg Recreation No Bid <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Mills and <br />unanimously carried, the Board awarded the 1995-96 Playground Equipment bid to <br />Basnight and Associates in the amount of $39,318.00 for equipment to be purchased <br />for the following schools: Aycock Elementary, Bethel Elementary, Winecoff <br />Elementary and Harrisburg Elementary. <br /> <br />Athletic Fields Complex Proposal by the Parks and Recreation Commission/Budget <br />Amendment <br /> <br /> Mr. Tom Lewis, Chairman of the Cabarrus County Parks and Recreation <br />Commission, presented the athletic fields complex proposal to construct in <br />priority Frank Liske Park (Phase I) $387,922.00, W. W. Flowe (Phase I) - <br />$389,693.00 and Frank Liske Park (Phase II) $199,919.00. On behalf of the Park <br />Commission, Mr. Lewis requested County funding for the professional design and <br />civil engineering services for Frank Liske Park Phase I ($12,144.00) and W. W. <br />Flowe Park Phase I ($14,294.00). Plans are to utilize Cabarrus County Landfill <br />employees and equipment for ground clearing and grading of the proposed <br />facilities. Also, Youth Soccer officials will seek private funding sources to <br />construct the soccer complex at Frank Liske Park. <br /> <br /> UPON MOTION of Commissioner Niblock, seconded by Commissioner Fennel and <br />unanimously carried, the Board approved the request by the Parks and Recreation <br />Commission as set forth in Agenda Item 8 to fund the professional design and <br />civil engineering services for Frank Liske Park, Phase I ($12,144.00) and W. W. <br />Flowe Park Phase I ($14,294.00) and adopted the following budget amendment <br />appropriating $26,438.00 for the work. <br /> <br />BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF COUNTY MANAGER <br />AMOUNT: $26,438.00 <br />TYPE OF ADJUSTMENT: Supplemental Request <br />PURPOSE OF REQUEST: Provide funds to fund the professional design and civil <br />engineering services for Frank Liske Park and W. Flowe Park. <br /> <br /> Present Approved Revised <br />Account No. Budget Increase Decrease Budget <br />01-9-81-10-155 $ 1,000.00 $26,438.00 $27,438.00 <br />Consultants <br />01-9-19-10-660 $ 108,805.09 $26,438.00 $82~,367.09 <br />Contingency <br /> <br />Presentation of the Cabarrus County Transportation Development Plan <br /> <br /> Mr. Mike Byrd introduced discussion of the updated Cabarrus County <br />Transportation Development Plan (TDP). The Transportation Advisory Board adopted <br />the Plan on December 5, 1995. <br /> <br /> Mr. Mike Rose of the Centralina Council of Governments presented a general <br />overview of the updated TDP. He outlined the following four service delivery <br />alternatives: (1) Continue with current system; (2) Turn the program over to one <br />of the human service agencies; (3) Create a private non-profit agency; (4) Modify <br />the current system using grant funds to hire a full-time coordinator. According <br />to Mr. Rose, the Advisory Board had voted to recommend the hiring of the full- <br />time coordinator to be assigned to the Planning Department. In conclusion, Mr. <br />Rose explained that the TDP lays a foundation for transportation services and can <br />be modified. <br /> <br /> The motion by Commissioner Mills to accept the Transportation Development <br />Plan as written in principle contingent upon the fact that the County is not <br />locked into hiring a full-time transportation coordinator died for lack of a <br />second. <br /> <br /> <br />
