9 <br /> <br />Authorization for Repair of Principal Spillway Cracks at the Coddle Creek <br />Reservoir <br /> <br /> Mr. Newton and Mr. Paul Watson, Engineer with HDR Engineering, reviewed the <br />request to enter into a contract with Underwater Unlimited Diving Services, Inc. <br />(UUDSI) to perform the following work at the Coddle Creek Reservoir at a cost not <br />to exceed $34,000.00: <br /> <br />Repair of leaking construction joint between Gate Nos. 1 and <br />2 - $5,1oo.o . <br />Repair of crack in RCC Spillway - $7,855.00 <br />Repair of cracks in Principal Spillway and abutments showing <br />signs of discharge or efflorescence - $21,000.00 <br /> <br />Additional work to be completed upon concurrence by the North Carolina Dam Safety <br />Office included the following: <br /> <br />Sealing of hairline cracks in Principal Spillway - $12,000.00 <br />Sealing of construction joints in Principal Spillway as directed by <br />NC Dam Safety Office - $17,500.00. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Mills and <br />unanimously carried, the 'Board authorized the Interim County Manager to sign a <br />contract with Underwater Unlimited Diving Services, Inc. (UUDSI) in an amount not <br />to exceed $34,000.00 for repair of leaking construction joint and cracks in the <br />Principal Spillway and RC¢ Spillway at the Coddle Creek Dam and to proceed <br />against Blythe Construction with every means possible to recover these monies. <br /> <br />Request for the Creation of an Additional Secretarial Position for the Buildin~ <br /> <br />Inspection Department <br /> <br /> Mr. Newton requested an additional secretarial position for the Building <br />Inspection Department due to the increase in the department's work load. The new <br />position will enable each of the 11 inspectors to spend an additional 45 minutes <br />in the field each day, resulting in a gain of 8:15 hours of additional inspection <br />time each day. Funding is available to cover the cost of this position for the <br />remainder of this fiscal year. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Niblock and <br />unanimously carried, the' Board authorized the creation of a new secretarial <br />position, Clerk III, at a Salary Grade of 58.1 for the Building Inspection <br />Department. <br /> <br />Fiscal Impacts of Growth Presentation <br /> <br /> Mr. Newton reported that the Fiscal Impacts of Growth Presentation would <br />be made in February after the arrival of the new County Manager. Chairman <br />Barnhart suggested that the report be scheduled for the second meeting in <br />February. <br /> <br />Comments In Appreciation of the Work by Mr. Wallace Hinnant Mr Newton <br /> <br /> As a point of privilege, Mr. Newton expressed appreciation to the family <br />of the late Mr. Wallace Hinnant for his work and efforts on behalf of the van <br />transportation system in Cabarrus County. <br /> <br />Discussion of Consolidation of Governmental Services Commissioner Mills <br /> <br /> Commissioner Mills commented on a recent survey sent by Chairman Barnhart <br />to all local government elected officials in Cabarrus County regarding possible <br />consolidation of local governmental services. He disagreed with the item, "No <br />layoffs - reduction in force through attrition", as one of the criteria to be <br />considered for the consolidation of services. According to Commissioner Mills, <br />one of the primary goals of consolidation should be a reduction in the work force <br />with particular emphasis on department heads and supervisory positions. <br /> <br /> Chairman Barnhart explained that discussions regarding possible <br />consolidation of various services had Just begun and that it would be some time <br />before any consolidations could take place. Other Board members generally agreed <br /> <br /> <br />
