29 <br /> <br /> Thereupon the order entitled: "ORDER AUTHORIZING $49,000,000.00 SCHOOL <br />BONDS" was passed on first reading. <br /> <br /> On motion duly made, seconded and unanimously carried, the Board of <br />Commissioners fixed 6:30 p.m., March 7, 1996, in the Commissioners' Meeting Room <br />in the Cabarrus County Governmental Center in Concord, North Carolina, as the <br />hour, day and place for the public hearing upon the foregoing order and directed <br />the Clerk to the Board of Commissioners to publish said order, together with the <br />appended statement giving notice of said hearing as required by The Local <br />Government Bond Act, as amended, once in The Charlotte Observer (Cabarrus <br />Neighbors Edition), The Concord Tribune and The Daily Independent not later than <br />the sixth day before said date. <br /> <br />LIFE Center Building Program - Request for Soil Testing of Senior Center Property <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Niblock and <br />unanimously carried, the Board authorized the soil testing of the Senior Center <br />property by S&ME at a cost of $2,432.00 as requested by Ms. Pat Wood, Chair of <br />the LIFE Center Board of Directors, for the LIFE Center Building Program. <br /> <br />Request for Approval of Contract for the County Van System Operation <br /> <br /> Mr. Mike Byrd, Transportation Planner, reported that the following bids <br />were received for transportation services. <br /> <br />Laidlaw Transit Services, Inc. - $1.10/mile - curb-to-curb service <br /> - $1.20/mile - door-to-door service <br />Transportation Management Services, Inc. o $1.43 per mile <br /> <br />He advised that Laidlaw had agreed to a per mile cost of $1.15 with fifty percent <br />(50%) of the passengers to be provided door-to-door service. Mr. Byrd <br />recommended that the Board approve Laidlaw Transit Services, Inc. as the <br />transportation provider for the County for the period April 1, 1996 to June 30, <br />1998. <br /> <br /> UPON MOTION of Commissioner Niblock, seconded by Commissioner Fennel and <br />unanimously carried, the Board awarded the contract for transportation services <br />for the period April 1, 1996 to June 30, 1998 to Laidlaw Transit Services, Inc. <br />at a .cost of $1.15 per mile with fifty percent (50%) of the passengers to be <br />provided door-to-door service. <br /> <br />Request to Add Reservoir Maintenance Technician Class to the County's Job <br /> <br />Classification Schedule <br /> <br /> Mr. Don Moorhead, Personnel Officer, and Mr. Gerald Newton, Planning and <br />Development Area Manager, requested the establishment of the job classification <br />of Reservoir Maintenance Technician retroactive to July 1, 1995. They explained <br />that the employee has been performing these duties since that date. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Casper and <br />unanimously carried, the Board added the Reservoir Maintenance Technician class <br />to the County's Job Classification Schedule in Salary Grade 63, retroactive to <br />July 1, 1995. <br /> <br />Black Run Dam Spillway Repair - Request to Co-Fund Repair Work and Engineering <br />With the Town of Mt, Pleasant/Budget Amendment <br /> <br /> Chairman Barnhart reviewed the request from the Town of Mt. Pleasant for <br />the County to help fund the Black Run Creek Dam Spillway repair cost. He pointed <br />out that the County is not obligated to help pay for this work and that any <br />future requests will be addressed on an individual basis. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Casper and <br />unanimously carried, the Board agreed to co-fund the repair work and engineering <br />for the Black Run Dam Spillway with the To~ of Mt. Pleasant on a 50/50 matching <br />basis not to exceed $14,000.00 and adopted the following budget amendment <br />appropriating these funds. <br /> <br /> <br />
