Utilization.at Rocky River Elementary School

Mr. Steve Little, Parks and Recreation Director, requested funding of
$73,400.00 for three additional ballfields at Rocky River Elementary School.
This funding included $18,375.00 for a sediment catch basin and approximately
$55,000.00 for rough grading and temporary grassing of the ballfields. Mr.
Little estimated that it will cost from $100,000.00 to $150,000.00 to complete
the ballfields with such items as fencing, lights and concession stands.
However, with matching grants, the County's share will be from 25 to 40 percent
of the cost. In conclusion, Mr. Little stated that these fields are a high
priority because of the fast growth in that area of the county.

Board members discussed the various methods for funding the work. There
was general agreement that the money should come from the contingency fund for
the Rocky River School with the understanding that the Schools can come back to
Board if additional funding is needed elsewhere for the completion of the school.
Mr. Gary Hahn, Chairman of the Cabarrus County Board of Education, indicated that
this funding method was satisfactory with the Board of Education.

UPON MOTION of Commissioner Fennel, seconded by Commissioner Niblock and
unanimously carried, the Board approved the funding of $73,400.00 to rough grade
three additional ballfields at Rocky River Elementary School with the funding to
be taken out of the contingency fund for Rocky River School.

Rocky River Elementary School.Project - Use of Contingency Funds

The Board received the written request from Dr. Harold Winkler, County
Schools Superintendent, to use $2,533.00 of the contingency allocation for the
Rocky River School.
