31 <br /> <br />Department of Social Services Reorganization/Staffing Modifications <br /> <br /> Mr. Jim Cook, Social Services Director, presented the Department's <br />restructuring plan and position reallocation request. He stated the plan would <br />enable the Department to protect the County from cost shifting from proposed <br />federal block grants, reduce County costs for required activities and improve <br />service delivery and efficiency with existing staff. According to Mr. Cook, the <br />restructuring plan will reduce County costs bY $123,354.00 in FY 1997. <br /> <br /> The Board expressed appreciation to Mr. Cook and Social Services staff <br />members for their efforts. The Board recognized the following staff members <br />present for the meeting: Ms. Vickey Page, Administrative Officer; Ms. Shirley <br />Cook, Income Maintenance Program Administrator; and Mr. Rod Duncan, Services <br />Program Admtnistrator. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Mills and <br />unanimously carried, the Board accepted the reorganization and staffing <br />modifications for the Department of Social Services as recommended. The existing <br />staff positions which were reallocated to different classifications were as <br />follows: <br /> <br />POSITION RECLASSIFICATIONS <br /> <br /> -- 56-45-101-13 Income Maintenance Caseworker II, Grade 65 in <br /> Medicaid to Social Worker III, Grade 68 in Adult Protective <br /> Services. <br /> -- 56-45-101-55 Data Entry Operator, Grade 58 to Income <br /> Maintenance Caseworker I, Grade 61 in Child Day Care. <br />· -- 56-10-101-11 Word Processor III, Grade 58 to Income <br /> Maintenance Caseworker I, Grade 61 in Child Day Care. <br /> -- 56-45-101-38 InCome Maintenance Caseworker II, Grade 63 in <br /> Food Stamps to Social Worker II, Grade 66 in Adult Care Case <br /> Management. <br /> -- 56-45-101-27 Income Maintenance Caseworker II, Grade 63 in <br /> Food Stamps to Computer Programmer, Grade 67. <br /> -- 56-45-101-10 Income Maintenance Caseworker II, Grade 63 in <br /> Food Stamps to Social Worker II, Grade 66 in the CAP Program. <br /> -- 56-45-101-58 Income Maintenance Caseworker II, Grade 63 in <br /> Food Stamps to System Coordinator, Grade 66 in automation support. <br /> -- 56-45-101-22 Income Maintenance Caseworker II, Grade 63 in <br /> Food Stamps to Social Worker III, Grade 68 in Child Protective <br /> Services. <br /> -- 56-45-101-9 Income Maintenance Caseworker III, Grade 65 in <br /> AFDC to Human Service Coordinator, Grade 68 in Child Day Care <br /> Services. <br /> -- 56-45-101-12 Income Maintenance Caseworker III, Grade 65 in <br /> Medicaid to Social Work Supervisor II, Grade 69 in family crisis <br /> intervention services. <br /> -- 56-30-102-3 Social Worker II, Grade 65 in intake services to <br /> Social Work Supervisor III, Grade 71 in Child Protective Services. <br /> -- 56-30-101-43 Social Worker II, Grade 66 in intake services to <br /> Social Worker III, Grade 68 in Child Protective Services. <br /> <br />Appointment Tourism Authority (1) <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Mills and <br />unanimously carried, the Board appointed Mr. Stephen M. McCord to an "at-large" <br />position on the Cabarrus County Tourism Authority for a term ending December 31, <br />1998. <br /> <br />Animal Control <br /> <br /> Commissioner Mills reported that the Health Board was recommending that <br />Animal Control be moved under the authority of the Sheriff's Department. He asked <br />for a consensus of the Board regarding this transfer prior to the staff <br />proceeding with further work on the reorganization plan. <br /> <br /> <br />
