He reported no changes since presentation <br />of the original draft with the exception of the expansion of the Urban Area <br />boundary joining the Cabarrus with the Mecklenburg County lines. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Niblock and <br />unanimously carried, the Board adopted the following resolution. <br /> <br />RESOLUTION CONCERNING THE UPDATE OF THE KANLACON URBAN AREA <br /> MASTER THOROUGHFARE PLAN <br /> <br /> WHEREAS, Cabarrus County, the lead planning agency for the <br />KANLACON Urban Area, and the North Carolina Department of <br />Transportation have previously mutually adopted a thoroughfare plan <br />for the KANLACON Urban Area, February 8, 1988, as provided for in <br />North Carolina General Statutes 136-66.2; and <br /> WHEREAS, North Carolina General Statutes 136-66.2(d) provides <br />that either the County or Department of Transportation may propose <br />changes in an adopted plan at any given notice to the other party, <br />but no change shall be effective until it is adopted by both the <br />Department of Transportation and the County Governing Board; and <br /> WHEREAS, the Statewide Planning Branch, North Carolina <br />Department of Transportation, in cooperation with the Cabarrus <br />County, Rowan County, the Towns of China Grove, Landis and <br />Harrisburg and the Cities of Concord and Kannapolis did prepare a <br />revised thoroughfare plan for the Urban Area based on a <br />comprehensive reevaluation of the existing KANLACON Urban Area <br />Thoroughfare Plan; and <br /> WHEREAS, after study of the revised plan, the members of the <br />Cabarrus County Board of Commissioners deems it to be in the best <br />interests of the County to adopt the revised plan and recommends <br />adoption of the updated KANLACON Urban Area Thoroughfare Plan to the <br />North Carolina Department of Transportation. <br /> NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners <br />of Cabarrus County adopts the revised KANLACON Urban Area <br />Thoroughfare Plan as shown on a map dated February 21, 1996, and was <br />cooperatively prepared by the Statewide Planning Branch of the North <br />Carolina Department of Transportation, and Rowan and Cabarrus <br />Counties, the Towns of China Grove, Landis and Harrisburg, and the <br />Cities of Concord and Kannapolis to serve as a future guide in the <br />development of the road and highway system in the KANLACON Urban <br />Area and the same is hereby recommended to the North Carolina <br />Department of Transportation for its subsequent adoption: <br /> This resolution shall be in full force and effect from and <br />after this the 19th day of March, 1996. <br /> <br />Approved as to Form Only: <br />/s/ Fletcher L.
