65 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Thursday, April 4, 1996, at 6:30 P.M. <br /> <br />Present - Vice-Chairman: Arne L. Fennel <br /> Commissioners: Sue B. Casper <br /> Kenneth Mills <br /> Franklin C. Niblock, Jr. <br />Absent - Chairman: Jeffrey L. Barnhart <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. Fletcher <br />L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br /> Chairman Barnhart was absent due to illness. Vice-Chairman Fennel presided <br />in his absence and called the meeting to order at 6:30 P.M. <br /> <br /> The Presentation of Colors ceremony was conducted by Boy Scout Troop 91 of <br />the St. James Lutheran Church. Scouts participating in the ceremony were Michael <br />McKinney, Bradley Propst, Justin Williams and Chad Biggers. <br /> <br /> The invocation was given by Reverend Wayne Murdock of the Zion Hill A.M.E. <br />Zion Church. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Vice-Chairman Fennel, seconded by Commissioner Casper and <br />unanimously carried, the minutes of March 12 and March 19, 1996 were approved as <br />written. <br /> <br />Approval of the Agenda <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Vice-Chairman Fennel and <br />unanimously carried, the agenda was approved as submitted. <br /> <br />NEW BUSINESS CONSENT <br /> <br />Road Petition - Addition to State System <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Mills and <br />unanimously carried, the Board approved the addition of Marglen Lane and Forest <br />Bluff Drive to the state road system. <br /> <br />Proclamation - Child Support Awareness Month in Cabarrus County <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Mills and <br />unanimously carried, the Board adopted the following Proclamation. <br /> <br />CHILD SUPPORT AWARENESS MONTH <br />IN CABARRUS COUNTY <br />PROCLAMATION <br /> <br />WHEREAS, the children of Cabarrus County are provided paternity, <br /> support establishment and enforcement services by the <br /> Child Support Unit of the Department of Social Services; <br /> and <br />WHEREAS, there is a need to make the public aware of this service <br /> as one that is available to all citizens who have <br /> dependent children in the home and receive no child <br /> support from their natural parents; and <br />WHEREAS, there is an ongoing need for parents to provide <br /> financial support for their children as an expression of <br /> love. <br />WHEREAS, many concerned and dedicated judges, district attorneys, <br /> clerks of court, sheriffs' personnel, ~and child support <br /> professionals work to provide this service to Cabarrus <br /> County's children...our future; <br /> NOW, THEREFORE, BE IT RESOLVED, that the Cabarrus County Board <br />of Commissioners does hereby proclaim the month of April 1996 as <br /> CHILD SUPPORT AWARENESS MONTH IN CABARRUS COUNTY <br /> <br /> <br />
