82 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Tuesday, May 21, 1996, at 5:00 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioners: Sue B. Casper <br /> Kenneth Mills <br />Absent - Commissioner: Franklin C. Niblock, Jr. <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager, and Mrs. <br />Frankie F. Bonds, Clerk to the Board. <br /> <br /> Chairman Barnhart called the meeting to order at 5:00 P.M. Commissioner <br />Mills was absent for the beginning of the meeting and arrived at 5:28 P.M. <br /> <br />Presentation of Proposed FY 1996-97 Cabarrus County Budget <br /> <br /> Mr. Clifton presented the proposed Cabarrus County Budget for FY 1996-1997. <br />The budget request totaled $81,934,370.00 and represented a total increase of .5 <br />percent above the amended budget of FY 1995-96. The suggested tax rate remained <br />at $0.565 with an exception made for tax rate adjustments tied to financing <br />future facility expansions of the two school systems. <br /> <br />Capital Outlay/Technology <br /> <br /> Mr. John Day, Budget Officer/Area Manager, reviewed the proposed funding <br />for the recommended capital equipment purchases and capital improvements. The <br />continuation and/or replacement items totaled $1,006,369.00; program changes or <br />new items totaled $610,565.00. <br /> <br />Non-Profit Asencies <br /> <br /> There was brief discussion regarding funding for non-governmental agencies. <br />During the budget presentation, Mr. Clifton pointed out that the recommended <br />funding for the non-governmental agencies remained at the same level as the FY <br />1995-96 appropriations and that no new agencies were added for funding. He <br />recommended that the Board consider reducing the level of funding for these <br />agencies over a period of time. <br /> <br /> Chairman Barnhart directed the County Manager to analyze contributions to <br />non-governmental agencies and see how functions by those agencies relate to or <br />affect services provided by governmental agencies. <br /> <br />Budset Meetings <br /> <br /> Mr. Clifton reminded the Board of the budget work session scheduled at 5:30 <br />P.M. on Thursday, May 30. The Kannapolis Board of Education will make a <br />presentation to the Board at that time. The Cabarrus County Board of Education <br />plans to present its budget request to the Board on June 11. <br /> <br /> There was brief discussion regarding procedures for public comment during <br />upcoming budget meetings. Commissioner~Casper proposed that time limits be set <br />and that political speeches be prohibited. Commissioner Mills objected to the <br />setting of time restrictions for public comment. The Board took no action in <br />this matter. <br /> <br />Budset Public Hearin8 <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Fennel and <br />unanimously carried, the Board set the public hearing on the proposed FY 1996-97 <br />Cabarrus County Budget at 7:00 P.M. on Tuesday, June 11, 1996. <br /> <br />Adjournment <br /> <br /> There being no further business to come before the Board, Chairman Barnhart <br />adjourned the meeting at 6:05 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
