83 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Tuesday, May 21, 1996, at 6:30 P.M. <br /> <br />Present <br /> <br />Absent <br /> <br />Chairman: Jeffrey L. Barnhart <br />Vice-Chairman: Arne L. Fennel <br />Commissioners: Sue B. Casper <br /> Kenneth Mills <br />Commissioner: Franklin C. Niblock, Jr. <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. Fletcher <br />L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:30 P.M. <br /> <br /> The Presentation of Colors ceremony was conducted by Girl Scout Junior <br />Troop 256 of Bethel United Methodist Church. Scouts participating in the <br />ceremony were Cyndal Russell, Laura Nelms, Alyshia Davis and Elizabeth Hollon. <br /> <br /> The invocation was given by Reverend Jim Howard, Assistant Pastor of the <br />Faith Covenant Church. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Mills and <br />unanimously carried, the minutes of May 2, 1996 were approved as written. <br /> <br />Approval of Agenda <br /> <br /> Commissioner Fennel moved for the approval of the agenda with the addition <br />of an engineering proposal. <br /> <br /> Commissioner Mills requested that Consent Item 7, Micrograhics Service <br />Contract with Reliable Microfilming, Inc., be removed from the agenda. The Board <br />declined this request. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Barnhart and <br />unanimously carried, the Board approved the agenda as submitted with the addition <br />of an engineering proposal. <br /> <br />NEW BUSINESS <br /> <br />Presentation of State Award to Social Services Staff for Most Outstanding <br /> <br />Innovative Project of the Year <br /> <br />Supervisor <br /> <br />Mr. Ben Watts~ Resional Income Maintenance <br /> <br /> Mr. Jim Cook, Social Services Director, introduced Mr. Ben Watts, Regional <br />Income Maintenance Supervisor. <br /> <br /> On behalf of the Division of Social Services, Mr. Watts presented a <br />Certificate of Achievement to Department of Social Services staff members for the <br />Most Outstanding Innovative Project of the Year for the development of the <br />public assistance single application process. Staff members accepting the award <br />on behalf of the Department were Ms. Judy Fisher, Ms. Kaye Robinette, Ms. Jane <br />Hartsell, Ms. Becky Donovan and Ms. Regina Crowder. <br /> <br />Presentation of the Community Education Task Force Report - Mr. John Day <br /> <br /> The Cabarrus County Board of Education and the Kannapolis City Board of <br />Education joined the Board for the presentation of the Community Education Task <br />Force Report. Also Present were members of the Task Force. <br /> <br /> Mr. John Day, Area Manager/Budget Officer, presented the Community <br />Education Task Force Report. He reviewed the history and the planning process <br />for the three education summits which were held in the fall of 1995. A fourth <br />summit was held in December of 1995 to allow the public to elaborate on the <br />importance of issues identified at the three previous summits. Mr. Day presented <br />the findings and recommendations for action from the participants of the summits <br />summarized by the following categories: Safety/Social Issues and Community <br />Involvement; Curriculum; Facilities; and Merger. <br /> <br /> <br />
