The engineering proposals <br />received by the County were as follows: <br /> <br />King Engineering Proposal <br />Concord Engineering Proposal <br />Woolpert Engineering Proposal <br />Alley, Williams, Carmen & King Proposal <br /> <br />Phase 1 Phase 2 <br />$ 5,000.00 $ 3,500.00* <br />$14,224.00 $10,924.00'* <br />$25,000.00 $18,000.00 <br />No Estimate or Hourly Prices <br /> <br />$45.00 per hour construction observation <br />$37.00 per hour construction observation <br /> <br /> A motion was made by Commissioner Fennel and seconded by Commissioner Mills <br />to award the project to King Engineering contingent upon the subject company <br />making an announcement of the plant location within Cabarrus County. <br /> <br /> Mr. Mark Plemmons, speaking on behalf of THE CONCORD TRIBUNE and THE <br />KANNAPOLIS DAILY INDEPENDENT, officially protested the action, stating it was a <br />violation of the State's Open Meetings Law and public documents law. <br /> <br /> Ms. Leigh Dyer, reporter with THE CHARLOTTE OBSERVER, also protested the <br />action. She requested to see the original of the document without the name of <br />the company and location blacked out. <br /> <br /> Commissioner Mills withdrew his second to the motion by Commissioner <br />Fennel. He suggested that the Board call an emergency meeting at such time the <br />company makes the announcement of the plant location in Cabarrus County. <br /> <br /> There was lengthy discussion regarding the document, the timing of the <br />companys location announcement and the engineering service proposal. Mr. <br />Hartsell pointed out that no action was needed as the County Manager has the <br />authority under the County's Budget Ordinance to shift funds within certain <br />budget items for this purpose. He clarified that the proposal was to allocate <br />up to $8,500.00 for a proposed contract which would be signed at the time of the <br />company's announcement to locate in Cabarrus County. <br /> <br /> Commissioner Fennel withdrew his motion, and Chairman Barnhart deferred the <br />matter to the County Manager. <br /> <br />S&D Coffee Industrial Revenue Bond Prolect <br /> <br /> Mr. Hartsell requested that the Board set a public hearing on June 11 <br />relative to the S&D Coffee Industrial Revenue Bond project. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Barnhart and <br />unanimously carried, the Board called for a public hearing on the finalization <br />of the S&D Coffee Industrial Revenue Bond project at 6:30 P.M. on Tuesday, June <br />11, 1996. <br /> <br />INFORMAL PUBLIC COMMENTS <br /> <br />Chairman Barnhart opened the meeting for Informal Public Comments. <br /> <br /> Deacon Roland Jordan thanked the Board members for their work and, on <br />behalf of the Martin Luther King Committee, for their participation in events <br />sponsored by that committee. <br /> <br />Recess of Meetin~ <br /> <br /> There being no further business to come before the Board, Chairman Barnhart <br />recessed the meeting at 8:05 P.M. until Thursday, May 30, 1996, at 5:30 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
