105 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Tuesday, June 11, 1996, at 6:30 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioners: Sue B. Casper <br /> Kenneth Mills <br /> Franklin C. Niblock, Jr. <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. David <br />Williams, Associate with Hartsell, Hartsell, Spainhour and Sharp, P.A.; and Mrs. <br />Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:30 P.M. <br /> <br /> The Flag Ceremony was conducted by Cub Scout Pack 623 of the Bethel United <br />Methodist Men's Club. Scouts participating in the ceremony were Bain Wilson, <br />Brett Hartsell and Eric Mills. <br /> <br /> The invocation was given by Reverend Willie Rash of Centerview Baptist <br />Church. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Fennel and <br />unanimously carried, the minutes of May 21, 1996 (Recessed Meeting), May 21, 1996 <br />(Regular Meeting) and May 30, 1996 were approved as written. <br /> <br />Approval of Agenda <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Fennel and <br />unanimously carried, the agenda was approved as submitted. <br /> <br />NEW BUSINESS CONSENT <br /> <br />Budget Amendment - Public Health (Concord Rotary Club Contribution) <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Casper and <br />unanimously carried, the Board adopted the following budget amendment. <br /> <br />BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF PUBLIC HEALTH <br />AMOUNT: $500.00 <br />TYPE OF ADJUSTMENT: Supplemental Request <br />PURPOSE OF REQUEST: Donation received from Concord Rotary Club to be used to <br />provide Spanish interpreter services (Ck# 5699) <br /> <br /> Present Approved <br />Account No. Budget <br />01-6-58-15-805 550.00 <br /> Management Support/Contributions <br />& Private Donations <br />01-9-58-65-445 11,239.00 <br /> Comm.
