E. Plott to play stereo music <br />on the lawn at Jim's Sand and Stone, Inc., 9760 Robinson Church Road, during an <br />employee picnic to be held on Sunday, June 23, 1996, between the hours of 3:00 <br />P.M. until 10:00 P.m. with the understanding that the noise level will be reduced <br />if any complaints are received by the Cabarrus County Sheriff's Department. <br /> <br />NEW BUSINESS <br /> <br />Presentation of the Public Health Authority Proposal - Dr. Carolyn R. Thompson, <br />Chatr~ Public Health Authority Task Force <br /> <br /> Dr. Carolyn R. Thompson, Chair of the Public Health Authority Task Force, <br />presented the ~Public Health Authority Task Force Recommendations and Report~ <br />which recommended the establishment of a Public Health Authority for Cabarrus <br />County. The health authority would assume the following services currently <br />provided by the Health Department: Prenatal Care, Family Planning, Well-Child <br />Screenings, Orthopedic Screenings, School Health, Health Education/Wellness, <br />Social Work, Nutrition/WIC, Adult Health Screening, Dental Health, Laboratory <br />Services and Jail Health Services. In addition, the Task Force recommended that <br />Emergency Medical Services and Home Health Services be included as a part of the <br />authority. The recommended structure of the Health Authority Board included a <br />member of the Board of Health, Board of Commissioners (or designee), Cabarrus <br />County Medical Society, Cabarrus Physicians Organization, Cabarrus Memorial <br />Hospital Board of Trustees and two public members recommended by the other five <br />appointees. Also, the Task Force recommended the appointment of an advisory board <br />consisting of a representative from each township to bring recommendations to the <br />authority from throughout the county. In summary, Dr. Thompson stated that the <br />authority is a good idea for Cabarrus County because it creates a new public <br />health entity with greater operational flexibility, facilitates county-wide <br />health planning, allows efficiency of public health operations, reduces county <br />payroll, stabilizes the county's cost for indigent health care and provides <br />opportunities for public and private health services providers to work together <br />and eliminate unnecessary and costly duplication of services. <br /> <br /> Dr. William F. Pilkington responded to questions regarding employee <br />considerations relative to the establishment of the health authority. He pointed <br />out that the authority employees will retain County benefits with two possible <br />exceptions, Social Security and N.C. Local Government Retirement System, which <br />will require a vote of the employees. <br /> <br /> Mr. Clifton advised that modifications to the proposed membership of the <br />authority board may be necessary to provide representation for Home Health and <br />Emergency Medical Services. <br /> <br /> <br />
