144 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Gabarrus County Governmental <br />Center in Concord, North Carolina on Monday, August 19, 1996, at 6:30 P.M. <br /> <br /> Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioners: Sue B. Casper <br /> Kenneth Mills <br /> Franklin C. Niblock, Jr. <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. Fletcher <br />L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br /> Chairman Barnhart called the meeting to order at 6:30 P.M. <br /> <br /> Lieutenant David Lambert of the Cabarrus County Sheriff's Department led <br />the Pledge of Allegiance. <br /> <br /> Commissioner Fennel gave the invocation. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Chairman Barnhart and <br />unanimously carried, the minutes of July 22 and July 27, 1996 were approved as <br />written. <br /> <br />Approval of Agenda <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Fennel and <br />unanimously carried, the agenda was approved as submitted. <br /> <br />NEW BUSINESS <br /> <br />Recognition of Ms. Juanita Campbell on Her Retirement from the Home Health Agency <br /> <br />- Ms. JoAnn Reed~ Home Health Director <br /> <br /> Mr. JoAnn Reed, Home Health Director, recognized Ms. Juanita Campbell who <br />retired in July from the Home Health Agency after 12 years of service. Ms. <br />Campbell worked as a Home Care Technician from 1980 to 1987 and from 1991 to July <br />1996. <br /> <br /> Chairman Barnhart presented a retirement plaque to Ms. Campbell in <br />appreciation for her service to Cabarrus County. <br /> <br />Recognition of Sergeant Ronnie C. Smith and Lieutenant David L. Lambert on Their <br /> <br />Retirement from the Cabarrus County Sheriff's Department - Sheriff Robert Canaday <br /> <br /> Sheriff Robert Canaday recognized Sergeant Ronnie Smith who retired on <br />August 15, 1996 from the Sheriff's Department. Sergeant Smith worked as an <br />Auxiliary Officer from 1966 to 1975 and served as a full-time officer from <br />August 1, 1975 until his retirement. <br /> <br /> Sheriff Canaday recognized Lieutenant David L. Lambert who is retiring on <br />August 31, 1996. Lieutenant Lambert began his career with the Sheriff's <br />Department on September 1, 1972. <br /> <br /> Commissioner Fennel presented a retirement plaque to each of the officers <br />in appreciation for their service to the citizens of Cabarrus County. <br /> <br />Recognition of Mr. Charlie H. Sehorn for His Service as a Member of the Board of <br /> <br />Equalization and Review {September 1985 <br />Administrator <br /> <br />June 1996) - Mr. Terry Rowland, Tax <br /> <br /> Mr. Terry Rowland, Tax Administrator, recognized Mr. Charlie Sehorn who <br />served as a member of the Board of Equalization and Review from September 1985 <br />to June 1996. Mr. Sehorn served duriqg two property revaluations for Cabarrus <br />County. <br /> <br /> Chairman Barnhart presented a plaque to Mr. Sehorn in appreciation for his <br />service to Cabarrus County. <br /> <br /> <br />
