He advised that <br />he had spoken with law enforcement officers about the problems in the area on <br />numerous occasions but had not discussed his concerns directly with Sheriff <br />Canaday. <br /> <br /> Sheriff Robert Canaday presented statistics regarding complaints, <br />investigations and arrests in the Fishertown Community during 1996. Stating that <br />the Sheriff's Department is involved in on-going initiatives to address the <br />problems in the Fishertown Community, Sheriff Canaday expressed concern that Mr. <br />Williamson had chosen to present the matter at a public forum rather than <br />contacting him directly. He stated his willingness to meet with Mr. Williamson <br />and other community representatives to discuss the problems in the Fishertown <br />area. <br /> <br /> Chairman Barnhart asked Mr. Williamson and Sheriff Canaday to meet and <br />discuss the problems in the Fishertown Community. He further requested that they <br />contact him or the County Manager if additional support by the Board is needed <br />after that meeting. <br /> <br /> In regards to her name being listed as a part of the agenda item, <br />Commissioner Casper advised that she had relayed a request by the chairperson of <br />Fishertown Community organization to be placed on the agenda to explain the <br />problems in that community to the Board. <br /> <br />Rescheduling of the Second Public Hearing for the 1997 Community Development <br />Block Grant Application - Mr. Bob Stark <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Mills and <br />unanimously carried, the Board canceled the second public hearing for the <br />Community Development Block Grant application set for this date and rescheduled <br />the public hearing for September 16, 1996 at 7:00 P.M. <br /> <br />Road Name Change (Unnamed Road to John Furr Road) - Setting a Public Hearin8 <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Mills and <br />unanimously carried, the Board set a public hearing for 7:00 P.M. on September <br />16, 1996 to consider the road name change (Petition 96-01) of an Unnamed Road to <br />John Furr Road. <br /> <br />Appointments - Library Board of Trustees (3) <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Niblock and <br />unanimously carried, the Board reappointed Mr. C. Martin Efird (Harrisburg) to <br />the Library Board of Trustees for a term of three years ending July 31, 1999. <br />Further, the Board appointed Ms. Miriam Friday (Kannapolis) and Mrs. Kirby <br />Bullard (Concord) to the Library Board of Trustees for terms of three years <br />ending July 31, 1999. <br /> <br /> Ms. Friday and Ms. Bullard filled the positions previously held by Ms. <br />Martha Macon (Kannapolis) and Reverend Harold Robinson (Concord). <br /> <br />Designation of Five of Seven Public Health Authority Appointees <br /> <br /> Chairman Barnhart nominated the following for appointment to the Public <br />Health Authority: Mr. Tom Revels (Cabarrus Memorial Hospital Board of Trustees); <br />Dr. Craig Corey (Cabarrus Medical Society); Dr. Robert Surratt (Cabarrus <br />Physician Organization); and Mr. Frank W. Clifton, Jr. (Board of Commissioners). <br /> <br /> Commissioner Fennel nominated Mr. Charles C.
