206 <br /> <br />Movie Location - Coddle Creek Reservoir <br /> <br /> Mr. Bennett presented a request by,COunting Bodies Productions, Inc. to use <br />County property at the Coddle Creek Reservoir as a movie set production site. <br />The company has submitted a certificate of insurance for $2 million. He <br />recommended approval of the request subject to Mr. John Murdock, Executive <br />Director of the Water and Sewer Authority, working out any problems concerning <br />operation of the reservoir. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Casper and <br />unanimously carried, the Board authorized Mr. Hartsell to act on behalf of the <br />Board and make an appropriate decision as to details regarding the use of the <br />County property for a movie set production. <br /> <br />Appointment - Adult Care Home Community Advisory Committee <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Niblock and <br />unanimously carried, the Board appointed Ms. Mildred Stephens to an initial one- <br />year term as a member of the Adult Care Home Community Advisory Committee. Ms. <br />Stephens' term of appointment will end on November 30, 1997. <br /> <br />INFORMAL PUBLIC COMMENTS <br /> <br />Chairman Barnhart opened the meeting for Informal Public Comments. <br /> <br /> Mr. Larry Burgess, resident of Elm Street in Concord and property owner in <br />Gold Hill, described an incident involving his family and the Rowan County <br />Department of Social Services (DSS). He complained that his parental rights were <br />terminated although the Rowan DSS failed to show proof of sexual abuse and <br />neglect of his children. <br /> <br /> Mr. Jim Cook, Cabarrus County Social Services Director, briefly commented <br />on child abuse investigations. Stating that the incident described in <br />Commissioner Fennel's proposed Resolution pointed to an area of State policy that <br />needs to be reviewed, Mr. Cook agreed with the Board's action in this matter. <br /> <br />Ad.] ournment <br /> <br /> There being no further business to come before the Board, Chairman Barnhart <br />adjourned the meeting at 8:45 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
