292 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina, at 6:30 P.M. on Tuesday, January 3, 1995. The <br />meeting had been changed from Monday, January 2, due to the New Year's holiday. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioners: Sue B. Casper <br /> Dr. Franklin C. Niblock, Jr. <br /> Kenneth Olio-Mills <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:30 P.M. <br /> <br /> Boy Scout Troop 173 of the Harrisburg Presbyterian Church conducted the <br />Presentation of Colors ceremony. The following tro'op members participated tnt he <br />ceremony: Nick Brown, Thomas Forrestor, Joseph Hagler, Chad Krysiak, B. Q. <br />Nguyen, Jeremy Berry, Kevin Killough, Brad Hill, Dustin Grooms, and Joel <br />Childress. <br /> <br /> The invocation was given by Pastor W. Douglas Kearney of the Family of <br />Faith Lutheran Church. <br /> <br />Approval of the Agenda <br /> <br />Requests were made for the following additions to the agenda. <br /> <br />(l> <br /> <br />(2) <br /> <br />(3) <br />(4) <br /> <br />Procedures for Appointments to Boards and Committees - <br />Commissioner Olio-Mills; <br />Property Disposition and Affirmation of Property Acquisition - <br />Mr. Hartsell; <br />Proposed Hiring and Spending Freeze - Commissioner Casper; and <br />Budget Amendment Relative to Testing for Landfill Expansion <br />(Item U-i) - Mr. Witherspoon. <br /> <br /> UPON MOTION of Commissioner Olio-Mills, seconded by Commissioner Casper and <br />unanimously carried, the items as listed above were added to the agenda. <br /> <br />NEW BUSINESS <br /> <br />Recognition of W. C, Pressley, Retired General Services Employee <br /> <br /> Mr. Witherspoon recognized Mr. W. C. Pressley who retired on December 30, <br />1994 from the General Services Department after 13 years of service. Chairman <br />Barnhart presented a plaque to Mr. Pressley in appreciation for his service to <br />Cabarrus County. <br /> <br />Recognition of Mike Coley and Alan Thompson for the 1994 Paramedic Competition <br /> <br /> Mr. Aubrey Attkisson, Emergency Medical Services (EMS) Director, described <br />the various levels of the 1994 Paramedic Competition. Mr. Mike Coley and Mr. <br />Alan Thompson, the Cabarrus County EMS team members, were successful in the <br />following events: (1) First Place in the State Regional Competition for the <br />Western Area held at the Catawba Valley Community College; (2) Second Place in <br />the State Competition held in Greensboro; and (3) Second Place in the <br />Southeastern Regional Competition held in Myrtle Beach, South Carolina. <br /> <br /> Commissioner Casper presented Certificates of Recognition to both Mr. Coley <br />and Mr. Thompson for their accomplishments. <br /> <br />UNFINISHED BUSINESS <br /> <br />Approval of Amendment No. 8 to the Engineering Services Agreement with Camp <br />Dresser $ McKee for the Site Study of Modified Option C for Expansion of the <br />County Landfill <br /> <br /> Mr. Joe Wiseman of Camp Dresser &McKee reviewed the revised Contract <br />Amendment No. 8 for the site study of the modified Option C site. as identified <br />by the Board on December 19, 1994 for expansion of the Landfill.
