The cost <br />of the services outlined in Amendment No. 8 was set at the "not to exceed" amount <br />of $231,000.00, with some of the funds authorized for previous site studies to <br />revert back to the County. During his presentation, Mr. Wiseman indicated that <br />the leachate pond could be relocated on the site by using a package treatment <br />plant and pump station. He will bring back an alternative site for the leachate <br />pond. <br /> <br /> There was lengthy discussion by the Board regarding the proposed expansion <br />of the landfill, including the cost, the impact on neighbors, the need for <br />alternatives to landfilling, and the time restrictions for permitting a Subtitle <br />D expansion. It was noted during discussion that the County has done studies on <br />alternative ways of solid waste disposal, bug no better solution has been found <br />at this time. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board approved Amendment No. 8 to the contract dated <br />February 4, 1991 with Camp Dresser & McKee for a Site Study of Modified Option <br />C for a Subtitle D expansion to the Landfill and authorized execution of the <br />Amendment by the Chairman. The services to be provided at a "not to exceed" cost <br />of $231,000.00 included the following: Regional Characterization Study; Local <br />Characterization Study; Site Hydrogeologic Report; Location Restrictions; Local <br />Government Approvals; and Proposed Facility Plan. Pilkington, Health Director, recommended for reasons of <br />performance the award of the bid to the second lowest bidder, Tekton, Inc. He <br />stated that the lowest bidder had experienced two system crashes with its system <br />and the Health Department did not wish to risk this problem. Also, the Board of <br />Health had approved the recommended bid award to Tekton. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Barnhart and <br />unanimously carried, the Board awarded the bid for the centralized digital <br />dictation system for the Health Department to Tekton, Inc., the second lowest <br />bidder, in the amount of $37,577.00 based upon performance and the finding that <br />the low bidder was not the lowest responsible bidder considering all factors, <br />including that there have been two system crashes of the low bidder's system. <br /> <br /> <br />
