296 <br /> <br />Appointments - Nursing Home Community Advisory Committee (5) <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Nlblock and <br />unanimously carried, the Board reappointed Ms. Patty Propst, Ms. Dolores Parmer, <br />Ms. Marie Pless, and Mr. Dale Goodrich to the Nursing Home Community Advisory <br />Committee for terms of three years ending December 31, 1997. <br /> <br />One vacant position remains on the Committee. <br /> <br />Appointments - Domiciliary Home Community Advisory Committee (6) <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board reappointed Ms. Catherine St. John Carriker, Ms. <br />Katie Foster, and Ms. Margaret Stevens to the Domiciliary Home Community Advisory <br />Committee for terms of three years ending December 21, 1997. <br /> <br />Three vacant positions remain on the Committee. <br /> <br />~ater and Sewer District <br /> <br /> Chairman Barnhart recessed the meeting of the Board of Commissioners until <br />the conclusion of the Water and Sewer District meeting. <br /> <br />Chairman Barnhart reconvened the meeting of the Board of Commissioners. <br /> <br />Property Disoosition <br /> <br /> Mr. Hartsell reported that the County had recently acquired title to six <br />properties through tax foreclosure proceedings. Mr. Patrick Eugene Lynch has <br />submitted an offer in the amount of $1,700.00 to purchase a lot on Bell Avenue <br />(Township 12, Map 29, Parcel 117.00). Mr. Hartsell recommended that the Board <br />declare this property surplus to Cabarrus County and authorize disposition by <br />negotiated offer, subject to upset bid. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Olio-Mills and <br />unanimously carried, the Board declared the lot on Bell Avenue as surplus to <br />Cabarrus County and authorized sale of the property (Township 12, Map 29, Parcel <br />117.00) by negotiated offer, pursuant to contract, subject to upset bid. <br /> <br />Acquisition of Property for the Westside Elementary School <br /> <br /> Mr. Hartsell, on behalf of the Cabarrus County Board of Education, asked <br />that the Board approve the acquisition and/or condemnation, if necessary, of a <br />59.51 acre tract on Weddington Road, appraised value of $646,000.00, jointly with <br />the Board of Education for a school site, parks and recreation, access to the <br />site, and infrastructure needs. Negotiations have begun to acquire the property <br />which is owned by First Charter Bank as trustees for Lillian Southerland. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Casper and <br />unanimously carried, the Board authorized the issuance of the Notice of Action <br />for the 59.51 tract on Weddington Road, jointly with the Cabarrus County Board <br />of Education, for all purposes for which the Board of Commissioners is authorized <br />to acquire property, for the appraised value of $646,000.00. <br /> <br />Board Appointment Policy <br /> <br /> Commissioner Olio-Mills introduced discussion of the appointment policy to <br />boards and committees, stating the need for more citizen participation on boards <br />and committees. <br /> <br /> UPON MOTION of Commissioner Olio-Mills, seconded by Commissioner Fennel and <br />unanimously carried, the Board adopted the following: <br /> <br />That all waivers and dual memberships on county boards granted under <br />Section A.1 of our procedures for appointments to boards, committees <br />and commissions be hereby rescinded and all persons holding more <br />than one appointment be removed from all but the last board <br />appointed or reappointed or extended to. <br /> <br /> Future waivers and dual memberships will be considered on an individual <br />basis. <br /> <br /> <br />
